Committees Of The House May 16th, 1995
Mr. Speaker, I am very sorry that the Reform Party has decided to waste the time of this House with a debate on a motion for concurrence in a committee report.
It is a real waste of time, since a bill to continue the Federal Business Development Bank under the name of Business Development Bank of Canada is already listed in the Order Paper . We may pass this bill this afternoon without wasting the time of the House, as was the case this morning.
I am sorry the Reform Party feels it has to take up time debating a report that was tabled in this House last October when there are bills waiting to be passed that could deal with the issue.
To avoid any further waste of the House's time and cost to the Canadian taxpayers, I move:
That the House do now proceed to Orders of the Day.
Questions On The Order Paper May 15th, 1995
Mr. Speaker, I ask that all questions be allowed to stand.
Government Response To Petitions May 15th, 1995
Mr. Speaker, pursuant to Standing Order 36(8), I have the honour to table, in both official languages, the government's response to a number of petitions.
Question Passed As Order For Return May 12th, 1995
Mr. Speaker, I would ask that all remaining questions be allowed to stand.
Question Passed As Order For Return May 12th, 1995
Mr. Speaker, if Question No. 177 could be made an order for return, that return would be tabled immediately.
Government Response To Petitions May 12th, 1995
Mr. Speaker, pursuant to Standing Order 36(8), I have the honour to table, in both official languages, the government's response to 20 petitions.
Members Of Parliament Retiring Allowances Act May 12th, 1995
Mr. Speaker, Standing Order 61(1) reads:
The previous question, until it is decided, shall preclude all amendment to the main question and shall be in the following words-
Standing Order 61(2):
If the previous question be resolved in the affirmative, the original question is to be put forthwith without debate or amendment.
It is very clear from all the precedents that on the previous question a member may only speak once. There is no possibility of further speech once the previous question has been moved. That question is before the House. Since there is no person rising to speak who is entitled I ask Your Honour to put the question.

I quote from a Globe and Mail column this morning by Jeffrey Simpson. Jeffrey Simpson is not a friend of the Liberal Party. He used to write Tory campaign tracts in his articles in the Globe and Mail. He is certainly one of the better known journalists in Canada:
Shoulder to shoulder with the gun lobby, Reformers spout nonsense about gun registration being a plot to curtail liberties.
This week one of the genuinely stupid ideas of our time made its appearance on Parliament Hill when the attorneys general of Saskatchewan and Alberta suggested that their provinces be exempted from the gun control legislation. Yukon joined in this madness.
Not content with one stupid idea, the provincial interveners produced another. This harebrained idea has been offered before on other issues.
In other words, he went through a series of things he thought were pretty stupid. Every single one of them is supported by the Reform Party.
