Business of Supply April 16th, 2013

Mr. Speaker, I thank the hon. member for his question, but he is absolutely incorrect in saying that this is a situation created by government. This is a situation created by the need of companies, especially in certain regions of the country. I can say from having been on the committee and travelling across the country, particularly in western Canada where there are acute shortages, that businesses would actually have to close their doors if temporary foreign workers were not available to them.

I might say that, if anything, the increases the member mentioned are driven by members of his caucus, like the members for Sydney—Victoria, Winnipeg North, Random—Burin—St. George's, Mount Royal and Cape Breton—Canso, who ask the minister for permission to bring in temporary foreign workers. That is what has driven it. It is driven by the need in this country and by persons from your side of the House.

Mr. Speaker, I am pleased to speak today to the opposition motion regarding the temporary foreign worker program. The original intent of this program was to help employers find temporary help in cases where there are absolute and acute labour shortages. Some issues of concern have been raised with the program recently, and as my colleagues and the minister have said, HRSDC is looking into these matters. As a government, we committed in the budget to fixing the program to ensure that Canadians have the first crack at available jobs.

Let me say a few words about our economic outlook and how we are responding to it in our economic action plan 2013.

In March economists met with the Minister of Finance to discuss the economic outlook as well as the risks associated with it.

One of the variables in business planning is the supply of talent available to meet the demand for skilled labour, and there are currently gaps in that supply in various regions of the country. This is why economic action plan 2013 made strong investments in the skills of Canadians. Since the depth of the recession, Canada has seen over 900,000 net new jobs created. These are predominantly full-time, high-paying private sector jobs. We are acting now to equip Canadians with the skills and training they need to obtain high-quality, well-paying jobs. Unfortunately, the opposition voted against these measures to help Canadians.

The Canada jobs grant will provide up to $15,000 or more per person to provide training to connect Canadians with a job that is going unfilled.

We are creating opportunities for apprentices by making it easier to get the experience needed to make the leap to journeyperson status, and we are providing support to under-represented groups, including persons with disabilities, youth, aboriginal people and newcomers, to help them find good jobs in the labour force.

While there are still too many Canadians looking for work, there are regions of this country where employers are unable to find the skills or labour they require to keep their businesses growing. If there is an acute labour shortage, the temporary foreign worker program can assist employers in meeting temporary demands for labour. The reason behind this program is to address the shortages confronted by many regions across Canada.

The Canadian Federation of Independent Business stated in its Business Barometer report that 34% of small and medium-sized companies identified skills shortages as a constraint on growth.

CIBC World Markets reported in December 2012 that 30% of businesses in this country are facing a skilled labour shortage.

It is our responsibility to ensure that employers put Canadians first in line for those job opportunities. Foreign workers can be hired when and only when Canadians or permanent residents are not available or qualified to do the job, but that does not mean the program will help companies make more money by hiring foreign workers at lower wages. This would not be in line with the core principles of the program or with the way it operates.

What are these principles? Canadians must have first priority for job vacancies. While in Canada, temporary foreign workers have the same rights and protections as Canadian workers under the applicable federal or provincial employment standards and labour laws. Foreign workers have to be paid at the same wage as a Canadian worker for the same job in the same location. Let me repeat that, as there appears to be a misunderstanding on this point: employers must prove they pay a temporary foreign worker the same wage they pay a Canadian working for them in that region of the country. They cannot pay less than what they are paying their Canadian employees.

How does the temporary foreign worker program operate? The program is jointly managed by Human Resources and Skills Development Canada, or HRSDC, and Citizenship and Immigration Canada, or CIC.

The first step for an employer who wants to use the program is to send an application form to HRSDC requesting permission to hire temporary foreign workers. HRSDC will then issue a labour market opinion to the employer to inform them of the likely impact these foreign workers would have on the Canadian job market. If the labour opinion is favourable and the application is accepted, then CIC will issue a temporary work permit to a foreign worker.

As for the provinces and territories, they are responsible for overseeing working conditions for all workers, including temporary foreign workers.

The temporary foreign worker program answers a real need. The program is driven by the demands of the labour market and the demographics of our changing workforce. As part of their responsibilities, employers are required to advertise and to recruit Canadians whenever and wherever possible.

Finally, we implemented a new wage structure that guarantees that foreign workers and Canadians performing the same job in the same location will be paid identical wages. Using temporary foreign workers to replace already employed Canadian workers is, as has been stated, totally unacceptable. This is not what the program was designed to do, and it will not be tolerated by this government.

Economic action plan 2013 is committed to reform Canada's temporary foreign worker program. We will ensure that there is no confusion about the rules. In the coming months, we will work with employers to ensure that temporary foreign workers are relied upon only when Canadians cannot fill those jobs. We will ensure that employers make intensive recruitment efforts to hire Canadians before they apply for temporary foreign workers. We will require employers to present a plan to transition to an all-Canadian workforce over time and we will propose the introduction of a user fee for employers applying to use temporary foreign workers through the labour market opinion process.

However, it is our government's goal to ensure employers can find qualified workers here in Canada and fill these jobs. This is why the investments in training were key to budget 2013. Unfortunately, the opposition voted against these investments in Canadian skills. While I can appreciate the concerns of the members across the way, as the government shares many of those same concerns, I cannot support this motion.

The human resources committee has studied the labour market and travelled to all parts of the nation. I was part of and I am a member of the HRSDC committee on human resources. We did travel across the country, as my colleague said in his speech earlier. We did talk to employers. We did talk to people involved in various industries across this country, including small business operators, medium-size and large business operators, and they all, to a person, said the biggest problem they will be facing now and in the future, depending on the part of the country they were in, will be to fill the jobs that would be available in their businesses for both unskilled and skilled labour.

The work has been done, as has been mentioned, and therefore we proposed the reforms in our budget. Our government is proposing concrete actions to improve this program to ensure Canadians come first. The time to act is now; therefore, I urge all members to vote against the motion and instead to support our proposed changes to the program.

Mr. Speaker, Canadians are concerned about crime.

The Ontario Superior Court today released a decision in the matter of R. v. Kachkar. Mr. Kachkar was found not criminally responsible by the court.

Could the Minister of Justice please provide the government's position on cases where individuals are found not criminally responsible?

The Budget March 26th, 2013

Mr. Speaker, this aligns absolutely almost perfectly for post-secondary education, which right now as we speak, in this country, is realigning itself to produce programing so that people can be retrained and go back into the workforce. I know that as a former governor of a university here in Canada, and I know our program would produce outstanding results.

Mr. Speaker, provinces already have resources established for training. When we talk about the principle of a shared program, of one-third, one-third and one-third—in this case the federal government, provincial government and the actual employer having what I will call skin in the game—it is a model that has worked excellently across the country in ventures other than training. We are taking a very successful model that has been working when P3 partnerships happen. This means that everyone's interest is there. Provinces would have to redirect perhaps some of the funding they currently are using in other areas into what would be a more efficient, more effective way to get people into jobs where their skill set fits.

Mr. Speaker, the hon. member knows what the numbers are in terms of the actual results since the middle of the recession, our government having created 950,000 net new jobs in this economy. He asked a question about projections into the future. The budget outlines the structural framework for us to connect the people who are interested in having jobs to develop their skill sets with up to $15,000 for the new Canada job action plan.

From the position of listening to employers in my riding and knowing many employers, particularly in the construction industry where I spent the majority of my working life, I know this is exactly what they need in terms of targeted assistance to be sure that the people they hire have the skill set, get the skill set and earn the kind of income they so richly deserve once they get that skill set.

The Budget March 26th, 2013

Mr. Speaker, I will be splitting my time with the member for Cumberland—Colchester—Musquodoboit Valley.

Economic action plan 2013 is great news for my riding of Brant, for southern Ontario and indeed for all of Canada. It is a plan that keeps Canada well positioned for long-term, stable economic growth and balanced budgets. It includes a variety of exciting common sense proposals that would make government more productive and efficient and create jobs in southern Ontario.

Economic growth in my riding of Brant is largely driven by small and medium-sized businesses that are innovating and gaining a leading edge in the 21st century economy, and I will provide an example of a company. GreenMantra Technologies recently opened up as a new start-up company. As a government we were able to help it through our southern economic development agency, FedDev, to get the funding to produce new, innovative and patentable technologies creating wax products for commercial use. This is a very exciting development and one which would create hundreds of jobs in our community down the road.

Our government continues to build on the unprecedented support for businesses that are innovating and transforming southern Ontario's economy. In particular, we are providing record support for manufacturers and processors. Since 2006, our government has assisted manufacturers by lowering taxes, making Canada the first tariff-free zone for manufacturers in the G20, reducing unnecessary red tape and improving conditions for business investment.

In economic action plan 2013, we are taking further action to support Canada's manufacturers. We are providing tax relief for manufacturing equipment through the extension of the temporary accelerated capital cost allowance. This measure would allow manufacturers to invest in new machinery and equipment to help them compete. We are also continuing our support for innovative businesses like GreenMantra Technologies, which I referred to earlier, by renewing the Federal Economic Development Agency for Southern Ontario with new funding of $920 million. FedDev has been a critical agency. It has helped provide much needed support in my riding by boosting businesses that are showing leadership with transformative projects, which in turn would allow them to capitalize on new world market opportunities and compete in the 21st century economy.

I would like to refer to another company in my riding called Systems Logic. Systems Logic produces software and hardware for the warehousing industry. It has recently expanded its market base extensively into the United States with new and innovative products. This is another great example of new jobs being created in the 21st century right in my community as a result of our budget initiatives.

Through economic action plan 2013, FedDev Ontario would offer businesses in Brant new support through the exciting new $200 million advanced manufacturing fund, which is aimed at helping our region's manufacturing industry to further innovate and become more competitive.

The good news for Brant does not stop there. There is a burgeoning entrepreneurial spirit that is emerging in my community. Businesses are seeing the opportunities and investing in my community, which has a skilled labour force made up of people from all walks of life who are ready and willing to go to work and take advantage of the new economic opportunities.

Our government understands the tangible benefits that such an entrepreneurial spirit can deliver for our communities and knows that southern Ontario's long-term economic competitiveness needs to be driven by globally competitive, high-growth businesses that take risks, innovate and create high-quality jobs. That is why economic action plan 2013 continues building on our government's support for entrepreneurs and risk takers in my riding.

Economic action plan 2012 announced resources to support Canada's venture capital industry, including $400 million to help increase private-sector investments and early-stage risk capital and to support the creation of large-scale venture capital funds led by the private sector. Shortly after, our Prime Minister announced a comprehensive venture capital action plan, which will improve access to venture capital financing by high-growth companies. The plan will promote a vibrant capital environment in Canada, rooted in a strong entrepreneurial culture and well-established networks that link investors to innovative companies.

Budget 2013 would advance the venture capital action plan by offering $60 million to help outstanding and high-potential incubator and accelerator organizations expand their services to entrepreneurs, as well as $100 million through the Business Development Bank of Canada to invest in firms graduating from business accelerators. We would also provide funding specifically designated for young risk-taking entrepreneurs who are working to create the jobs of tomorrow through the Canada Youth Business Foundation. All of this is great news for entrepreneurs, not only in Canada but in my specific riding of Brant.

We know that businesses and workers alike in my riding would benefit from the tremendous new support that the economic action plan offers in terms of skills training and connecting workers with jobs. We would increase skills and training support with the new Canada job grant to help more workers get high-quality, well-paying jobs. Under the new grant, Canadians would be able to qualify for up to $15,000 per person to get the skills and training they most importantly need. Training and skill development would be focused on jobs that are in demand. In fact, the grant would directly connect employers looking for skilled workers with Canadians who want to fill those jobs.

Meanwhile, our budget would create opportunities for apprenticeships that would allow young people to learn a skilled trade while gaining paid, on-the-job work experience. Also, we would offer even more targeted support to promote labour market participation and a more inclusive workforce.

Residents of the Six Nations of the Grand River and the Mississaugas of the New Credit First Nation in my riding would benefit from an investment of $241 million to improve the on-reserve income assistance program to help ensure aboriginal youth can access the skills training they need to secure employment and better outcomes for their futures.

Among a series of new proposals that are garnering excitement among disability advocates and experts from across the country, our budget calls for $222 million per year to improve employment prospects for persons with disabilities. Canadians with disabilities represent a significant untapped pool of talented people who are ready, willing and able to work. In fact, there are more than 800,000 Canadians whose disabilities do not prevent them from working. We know about the enormous opportunities for social and economic inclusion that gainful employment can provide these people.

In my riding, we have several fine examples of entrepreneurial companies that have hired people with disabilities. One is Brantford Volkswagen, and someone from this company will be coming to Parliament to tell the human resources committee about how positive the experience has been and how much of a business case there is for taking on people with disabilities.

I am thrilled to see that we would move forward to help those who want to get work—those who are willing and able—move in the directions that employers and entrepreneurs and businesses need.

Small Business March 25th, 2013

Mr. Speaker, while the socialist NDP would punish small businesses with new carbon and business tax hikes, our government recognizes the vital role small businesses play in the economy.

Since 2006, our government has taken significant steps to support the growth of small businesses, such as reducing the small business tax rate from 12% to 11%, increasing the small business limit to $500,000 and much more.

Could the Minister of State for Finance please tell the House how economic action plan 2013 builds on our record of helping small businesses?

Heroic Intervention March 25th, 2013

Mr. Speaker, today I call on this House to join me in celebrating an outstanding Canadian from Brantford, a young Algonquin College basketball star and a good Samaritan, Holly Ryerse.

Last summer, late at night, Holly witnessed three young offenders robbing and senselessly attacking a helpless stranger right here in Ottawa. As three attackers brutally kicked and slammed the victim's head into the pavement, Holly intervened to protect the stranger without regard for her own safety, and then she called the police.

Holly suffered a concussion, emotional trauma and hand and back injuries, but she likely saved that stranger's life.

What is so remarkable about Holly is not just her heroism, but her selflessness. She is an outstanding citizen who did what she knew was right, never asking for recognition or anything else in return.

We thank Holly for standing up and doing what is right. Her courage, integrity and constant optimism are a blessing to us all. She is a true hero.

The Economy March 21st, 2013

Mr. Speaker, our government is focused on jobs, growth and long-term prosperity. Thanks to the leadership of our Prime Minister, our Conservative government has been delivering results. The World Economic Forum rated Canada's banking system the world's best for the fifth straight year. The OECD is projecting Canada to lead the G7 in economic growth over the next 50 years. We have cut taxes 140 times, putting an average of $3,000 back in the pockets of families. We are proud of our record on the economy and proud to have created 950,000 net new jobs since July 2009.

However, while we are focused on the economy, the NDP leader is scheming to implement a $20 billion job-killing carbon tax on Canadians. Such a tax would ruin our economy and would raise the price of gas, food, electricity and everything else. Our government will continue to fight the NDP leader's $20 billion job-killing carbon tax.
