Mr. Speaker, it is obvious that the current government cannot provide our military with the equipment it needs, as demonstrated by the fact that the government is going to buy used F-18s from Australia.

According to defence experts, this interim procurement strategy is risky, expensive and, above all, pointless. A capability gap is cited as the reason for this procurement, but there is no documentation to back that up.

Why has the Minister of National Defence misled Canadians about the capability gap?

Mr. Speaker, the Privy Council Office has revealed that 73 people were aware of Liberal cabinet secrets about the decision to delay the shipbuilding contract awarded to Davie.

We know that several Liberal ministers and MPs had the appearance of or a real conflict of interest in this matter.

Once again, the Prime Minister has decided to withhold the information.

Who are the 73 people who were also in the know? At the very least, we want to know which Liberal members were among them.

With regard to the G7 Summit in Charlevoix in June 2018: (a) which regional, municipal, or local governments have submitted bills, invoices, or other requests for reimbursement to the Canadian government for costs incurred as a result of the Summit; (b) for each government in (a), what are the details including the (i) amount requested, (ii) amount reimbursed, (iii) description of request (for example, reimbursement of policing costs); and (c) for any requests which have been rejected or unfulfilled by the Canadian government, what were the reasons they were rejected or unfulfilled?

Veterans Affairs November 7th, 2018

Mr. Speaker, the government is going to save a lot of money at our veterans' expense with their new pension plan.

Mr. Bruyea, a very respected veteran who was humiliated by the government, was right when he said that veterans will end up with less money in their pockets despite the government's claims that the plan is going to cost billions and that services have increased.

When will the Prime Minister tell them the truth?

Mr. Speaker, the Liberals always try to cover up embarrassing situations. Maybe that is why the government buried the judge in 135,000 documents. People concerned about Vice-Admiral Norman's defence are still skeptical about whether the government genuinely intends to co-operate.

My question is simple. Will the government commit to turning over all the necessary documents if the judge orders it to do so?

Chicoutimi—Le Fjord November 1st, 2018

Mr. Speaker, I learned yesterday that the government was going to award Davie shipyard the largest federal contract in its history. I do not think this is a simple coincidence. Our party and our leader are rising in the polls across Canada and Quebec. Furthermore, the government came off very poorly in sacrificing Vice-Admiral Norman.

In recent weeks, our party has been pointing out the inequality among Canada's three major shipyards, and this announcement was the result of that pressure.

The Conservative party is the only party that can stand up for the interests of all Canadians and Quebeckers.

As a side note, our leader will be in my riding tomorrow. If the government wants to one-up our leader, here is a wish list. The civilian airport in Bagotville is in need of massive investments, as the region works on attracting tourists from Europe, and Mont-Édouard in the Lower Saguenay is in need as well. The Saguenay port is gaining momentum and is also in need of investments so that it can continue to generate more opportunities in the north.

We will welcome investments with open arms.

Mr. Speaker, the Liberal government is refusing to tell us when Mr. Cudmore received his offer of employment. He began working for the defence minister's office on January 12, 2016, but the process must have started before that. A person cannot start working in the defence minister's office without security clearance.

When did James Cudmore sign his request for security clearance?

Mr. Speaker, Vice-Admiral Norman is a man of honour and integrity. He always did his best for the Royal Canadian Navy. He needs evidence to defend himself. Obviously, the government is covering up an extremely embarrassing situation.

Could the government not have taken other measures to keep James Cudmore quiet?

Can the government assure us that no evidence has been destroyed in an attempt to cover up its real political motives?

Corrections and Conditional Release Act October 23rd, 2018

Madam Speaker, on the subject of administrative segregation, I believe the duration was reduced. On the other, I think that there needs to be appropriate mental health screening of inmates.

To my mind, if the government takes the crucially important tool that is administrative segregation away from correctional officers, and prisoners know that means they may be transferred elsewhere for their own protection, I have no doubt they will do things they would not do if administrative segregation were here to stay. That is how I see it.

Corrections and Conditional Release Act October 23rd, 2018

Madam Speaker, I have talked to correctional officers and what concerns me is that it is going to be extremely difficult for our correctional officers if they no longer have administrative segregation at their disposal.

When something happens, correctional officers are often first on the scene. I would like the government to consider that and understand that correctional officers will have an extremely tough time gaining control if they cannot use administrative segregation. If the prisoner realizes that administrative segregation is not being replaced by anything else, he might end up doing things he otherwise would not have. I think that it is extremely important to keep that in mind for correctional officers' sake.
