Madam Speaker, one of the important concepts of this legislation is clause 18, which introduces the concept into law of legitimate interests of the business. It says that when there is a legitimate interest of the business, it can choose to use a person's data for something that it did not intend, if it is of more importance to the business and it does not think it would cause too much harm to the individual.

I wonder if the member could tell us why the government believes that a company has a right to use an individual's data without their permission.

Madam Speaker, the member spoke about the protection of minors. I have a simple question. I cannot find anywhere in the bill where it defines a minor or a reference to “sensitive information”. Could the hon. member please inform the House how the bill defines a minor and sensitive information?

Mr. Speaker, I will ask the same question I asked the previous member from the government, who did not seem to be able to answer the question. This member was also a member of the government in the last Parliament, when a similar bill was introduced, but the Prime Minister called an unnecessary and early election.

If the bill was such a priority for the government, did the member, as a member of the government then, raise the issue that an election should not be called while we had this kind of legislation pending?

Mr. Speaker, as the hon. member was elected in 2019, when I think the bill was introduced, I am wondering whether he discussed it with his leader at the time and said that in order to get the bill passed, he should not call an unnecessary election, since it was such a priority.

Mr. Speaker, I will tell members what is real. The government has missed every climate change target it has set. Meanwhile, the Liberal minister from Newfoundland says it is good news that we have a carbon tax. The shameless Liberals think it is good news that gas will increase 14¢ a litre. They think it is good news that home heating will increase 17¢ a litre. Any more of this Liberal good news, and food bank usage will go up triple from now.

I ask all those silent Nova Scotia MPs if they will stand up and ask to scrap the failed carbon tax.

Mr. Speaker, I will add to the what the hon. opposition House leader said on the point of order.

We should understand a key point of difference in this bill. Parts 1 and 2 deal with the privacy of an individual's personal information and the powers of the Privacy Commissioner to review breaches of it and impose penalties, as well as the creation of a new tribunal. That is all related to an individual's personal privacy, whereas part 3 is about regulating an entirely new industry that has nothing to do with the Privacy Act and the replacement of PIPEDA in artificial intelligence. It gives all the regulatory, administrative, investigative and penalty power to the minister and has no connection whatsoever to the Privacy Commissioner or the new tribunal that the government would create.

Mr. Speaker, those Liberals are proud that, in 2023, they are going to add $360 to a tank of home heating oil. In the 2015 election, the Prime Minister said that provinces that did the hard work of reducing carbon emissions would not have the carbon tax imposed, yet Nova Scotia has already surpassed the 2030 carbon reduction targets of the Liberal government.

I will ask again. When will the Liberals live up to their campaign promise and stop forcing their failed carbon tax on Nova Scotians?

Mr. Speaker, Nova Scotia surpassed the Liberal federal government's 2030 emission targets already and will reach net zero by 2050 without a carbon tax, but those Liberals today are imposing one. That carbon tax is going to add $360 to a tank of home heating oil when 40% of Atlantic Canadians are living in energy poverty. The Liberals seem more focused on ineffective taxes than they are on actual results.

When will the Liberal government stop forcing Canadians to have the failed carbon tax?

Mr. Speaker, as the member knows, heat pumps do not work when it gets below -10°C. He should do his homework.

Liberal inflation is causing the Hortons to have to sell their home and move to a smaller place. They are working harder and falling further behind. They want to save a little money at the end of the month, but home heating increases are eating up their paycheques.

Melody Horton has a simple question: Why will the Liberal government not do the right thing and cancel its planned carbon tax on home heating?
