Madam Speaker, the member mentioned a number of tragic incidents throughout Canada, the most recent of which was in Nova Scotia in Portapique. Those crimes were committed with illegal firearms smuggled across the U.S. border, not with legal handguns.

I am wondering, given this initiative, what percentage of crime in large cities with handguns will be reduced by this bill.

Madam Speaker, I appreciate the speech by the member for Davenport, and I have some sympathy for the challenges people in large cities like Toronto and in your riding face, as I lived for about 10 years in Leaside, not far from your riding, even though I am on the south shore.

In your speech, I think there were a couple of things that perhaps—

Madam Speaker, we hear a lot from the government about its input measures. The Liberals spend more than anybody else. That is their common response. Since the bill has been introduced and since the Prime Minister contradicted the earlier quotes he himself made in 2012, which the member mentioned, I am curious about something.

We have heard claims that Bill C-21 will reduce gun crime in our cities, but we have been unable to nail the government down on the actual targets that this measure will hit in terms of crime reduction in the cities. There is not much use in introducing this kind of legislation unless there are actually specific targets that we think it will hit. Could the member comment on whether, either in committee or in the discussions she had with the department and other officials, the government has set any actual goals for what this will do in having a positive effect in reducing gun crime?

[World Sailing Championships, June 7th, 2022]

Mr. Speaker, today I would like to express my pride in welcoming the 49er, 49erFX and Nacra 17 World Sailing Championships to my beautiful riding of South Shore—St. Margarets from August 31 to September 5.

This international sailing regatta will bring the best competitors of the world to my own backyard in St. Margarets Bay and will be hosted by the community of Hubbards. This world championship will see a field of 400 sailors from over 35 countries competing in three Olympic classes: the wickedly fast 49er, the 49erFX and the Nacra 17.

I know that residents in my community are eager to host the thousands of visitors and spectators we will be bringing to our community. As a sailor myself, I look forward to not only appreciating the hard work and dedication of these athletes, but also cheering on our own team of Canadian competitors.

I encourage others to show their support for our Canadian team in its mission to take home the gold in this world championship event.

Mr. Chair, I am concerned about interpretation. I think I heard the member earlier refer to scallops. I think those refer to potatoes. We call them scallops, if members know anything about the fishery.

Madam Chair, Chief Justice McLachlin stated in the Stephen Marshall case that the right to hunt, fish and gather is limited to the things that first nations hunted, fished and gathered in 1761 when the treaty was signed.

Since the minister did not know that, can the minister explain to me why the minister decided to expropriate 14% of the commercial elver quota—

Madam Chair, I am surprised. The Marshall decision narrows the definition of the right to hunt, fish and gather. Can the minister tell members how the decision did that?

Has the Minister read the 2005 Supreme Court decisions known as the Bernard and the Stephen Marshall cases?
