Forestry Industry September 15th, 2009

Mr. Speaker, today, a Quebec coalition is calling for greater use of wood in public buildings. The Bloc Québécois introduced a bill to this effect for federal buildings.

How could the Minister of State (Economic Development Agency of Canada for the Regions of Quebec), who claims to want to help regions such as the Saguenay—Lac-Saint-Jean, let his Conservative colleagues vote against this measure at the Standing Committee on Industry?

Forestry Industry September 15th, 2009

Mr. Speaker, over 3,000 people held a protest in Dolbeau-Mistassini to demand, among other things, that Ottawa take action to help them through the crisis in the forestry sector. The protest illustrates the discontent of Quebec's forestry regions, which are asking for assistance on a level similar to that provided to the auto industry, which is concentrated in Ontario.

Will the Conservative government implement our proposals, including loan guarantees and greater accessibility to employment insurance, as the CEP - FTQ is asking today?

Mr. Speaker, as for the renovation tax credit, the government can act quickly by supporting the Bloc Québécois bill, which would increase the use of wood in federal buildings. The minister responsible for economic development said that he wanted to look at this bill first. It has now been three months since the bill was introduced, and a coalition to promote the use of wood will be launched tomorrow in Quebec.

Can the minister tell us today whether his government will support the Bloc Québécois bill?

Gasoline Prices June 19th, 2009

Mr. Speaker, the Minister of Industry says that there is not a problem with the Competition Act. However, a CAA study shows that prices often rise just before holiday periods or long weekends. According to the CAA, there is no explanation for five out of seven recent price increases.

Can the minister explain then how, in the space of five minutes, the price can go up at four different gas stations on the four corners of the same intersection? Does he think that is normal?

Mr. Speaker, the minister should read what Gaétan Ménard of the Communications, Energy and Paperworkers Union of Canada had to say. He called the Conservative measure a cruel joke and criticized the government for not understanding that communities are dying and people are losing their jobs every day.

Why is the government denying the forestry industry what it generously gave the automotive industry, which is loan guarantees?

Mr. Speaker, the CEO of the Quebec Forest Industry Council is criticizing the Conservatives' measure to help the pulp and paper industry, saying that in the United States, companies get cash, whereas in Canada, companies have to invest in order to receive money. Since companies here have no liquidity, they are unable to invest.

Does the government understand that its measure does not give some companies in difficulty the liquidity they need and that jobs will continue to be lost because of the Liberal-Conservative coalition?

Mr. Speaker, thanks to pressure from the Bloc Québécois, a few pulp and paper plants will be receiving assistance, but this is not enough. Only two Quebec companies will receive any of this support, with the rest going essentially to British Columbia. We must provide the other forestry companies whose need is also great with liquidity and loan guarantees.

What about the sawmills in Girardville, Roberval, Mistassini and other places in Quebec that have closed down? When will the government finally give them the loan guarantees they are asking for?

Grand défi Pierre Lavoie Challenge June 16th, 2009

Mr. Speaker, the Grand défi Pierre Lavoie was held this weekend. Mr. Lavoie, who was born and still lives in my riding of Chicoutimi—Le Fjord, and dozens of cyclists rode 1,000 kilometres in under 40 hours from Saguenay—Lac-Saint-Jean to Montreal.

For several years, Pierre Lavoie has been working to help children affected by rare diseases like lactic acidosis. This event has two main goals: to raise funds to support research on orphan diseases, and to promote awareness among children aged 6 to 12 about the benefits of physical activity.

Both the young and the not so young participated in the challenge, cycling alongside Pierre Lavoie for sections ranging from five to fifteen kilometres.

I would like to congratulate this courageous athlete. All of Saguenay—Lac-Saint-Jean and Quebec thank him.

Mr. Speaker, the FTQ regional representative agrees with the regional conference of elected officials and deplores the fact that this government makes so many announcements and gives so many speeches, but does absolutely nothing. Assistance for the forestry sector is never available.

Will the ministers from the Saguenay—Lac-Saint-Jean region ever do their jobs and ensure that loan guarantees will really be available to the forestry sector?

Mr. Speaker, the board members of the regional conference of elected officials in the Saguenay—Lac-Saint-Jean area are very bitter because the government is not taking any action to deal with the crisis in the forestry sector. The vice-chair of the conference said that people are exasperated by the situation and that there has to be movement before June 18.

Will the government finally realize that the forestry sector needs accessible loan guarantees now?
