Mr. Speaker, as I have mentioned before, the government is committed to made in Canada solutions. We will work with all of the provinces to deliver on clean air, clean water, and clean soil for the health of Canadians. What drives us is the health of Canadians.
Last year alone, there were 53 smog advisory days in Ontario and 35 in Quebec. We will work with the province of Quebec to clean up the air that Canadians breathe, Americans breathe and Quebeckers breathe.

Mr. Speaker, the government is committed to reducing pollution and greenhouse gases. The targets that were set by the previous Liberal government are unachievable and unrealistic.
The difference between the Liberal Kyoto plan and our made in Canada solution is that the Liberals were planning on spending billions of dollars to reach targets that are unachievable and most of the money would be spent overseas. We refuse to do that. We will invest in Canadian solutions and in Canadian communities.

Mr. Speaker, as president of the conference of parties to the United Nations Framework Convention on Climate Change, I am uniquely well aware of the opportunity Canada has to participate in the international dialogue on climate change.
I also understand the importance of accountability to Canadian taxpayers on how we spend our money. In fact, the result of that conference in Montreal was that Canadian taxpayers shelled out $44 million. As to a reduction in emissions, the result is that emissions are actually up by 30%.
This government refuses to do that. We will be accountable to the environment and accountable to taxpayers.

Mr. Speaker, I do not think I need to point out to the hon. member that Quebec is a part of Canada, so Quebec will be very much a part of the made in Canada solution. I look forward to working with the minister of the environment in Quebec, Mr. Béchard, on a made in Canada solution for all Canadians.

Mr. Speaker, I am acutely aware of the challenge that we are facing. As president of the conference of parties for the United Nations framework convention on climate change, I will be vigorously defending the taxpayers of Canada and Canada's position about approaching climate change from a realistic and effective plan.
I have had consultations with member countries and our international partners, and they are all finding themselves in the same position that we are in.

I encourage the hon. member to participate in the debate as we move forward with our made in Canada solution. Our government is clearly, as reflected in the Speech from the Throne, committed to reducing pollution and greenhouse gases for the betterment of the health of Canadians.

Mr. Speaker, this is my first time rising in the House as the new Minister of the Environment, so I would like to take a moment to thank my constituents for returning me to the House of Commons. It is an honour.
The environment is important to all of us in the House and I look forward to working with all of the opposition parties and my colleagues on this file. The climate change program review process was initiated by the previous government. At this point the Minister of Natural Resources and I are reviewing the recommendations from our departments on these programs.
Child Care November 28th, 2005
Mr. Speaker, why is the government so afraid to let women make their own child care choices? The government is trying to dictate the choices of women and it is telling women across the country that they are not capable of making their own decisions with their own money.
The Conservative Party believes that women should be treated equally. Our child care program is progressive, flexible and universal and will empower all women equally. We have no doubt that Canadian women can make their own choices in child care.
When will the government start respecting the choices women want to make for themselves?

Mr. Speaker, the time for accountability has arrived. After tonight, Canadians will finally be able to hold the Liberals accountable for the missing money, the broken trust and all the broken promises. While the government has been completely preoccupied with power, Canadians have seen their hard-earned tax dollars spent on vote buying.
Hard-working Canadians who pay their taxes and play by the rules want a new government, one that will put the interests of Canadians first. This election will provide Canadians with a chance to tell the Liberals that they have had enough, that they are tired of being forgotten, and that it is finally their turn.
Over the coming weeks, Canadians will learn about our plans to clean up government and strengthen our nation's unity. Canadians know that only the Conservative Party will deliver the change of government that is needed to bring political and democratic accountability to Ottawa. A new team, the youngest and most diverse political party in Canada, with added strength and experience, will replace a culture of entitlement with a culture of accountability.
I would like to ask all Canadians to stand up for change and to stand up for Canada.
