Mr. Speaker, how can the minister say that he fixed the temporary foreign worker program when some types of temporary foreign workers are still being fast-tracked, labour market opinions are still based on bogus statistics and nothing is being done to improve conditions for temporary foreign workers?
Despite the minister's Band-Aid solutions, Canadian workers are still being laid off in favour of temporary foreign workers. When will this stop?

Mr. Speaker, despite the Minister of Employment and Social Development's Band-Aid solutions, problems with the temporary foreign worker program persist. We were told that employers who hired temporary foreign workers would not be allowed to lay off Canadian employees. That is not true. Three months later, the minister is continuing to provide some employers with cheap labour.
Will the minister get the program back on the right track once and for all?

Mr. Speaker, the Conservatives promised to improve the temporary foreign worker program.
In June, this government promised, hand on heart, that employers who hired temporary foreign workers would not be allowed to lay off Canadian employees. Three months later, employers continue to lay off Canadians in order to use temporary foreign workers. Canadians deserve better than this government's empty promises.
Will the minister get the program back on the right track once and for all?

Mr. Speaker, under the Conservatives, Canada's reputation on the world stage is already suffering.
Canada has always been a welcoming country for immigrants and refugees, but the Conservatives are about to dramatically marginalize refugees by cutting their access to social assistance. They obviously have no morals.
When will the minister realize that Bill C-585 is a direct attack on human dignity?

Mr. Speaker, the Conservative government, which has cut labour market research and prefers to google data, would have us believe that it can correct the problems with the temporary foreign worker program even though it has lost all credibility.
After ignoring the abuses by some employers and allowing Canadian workers to be replaced with cheap labour, how can the Conservative government believe that we will trust it to fix the temporary foreign worker program, a program that it botched?

Mr. Speaker, the Conservatives created the Social Security Tribunal. They cannot claim that they are not responsible for the ever-increasing number of delays.
The old EI appeal system guaranteed a hearing within 30 days. Unemployed workers must now wait eight months without benefits before a decision is rendered. Once again, Canadians are paying the price for the Conservatives' mismanagement.
What practical solutions are they going to take to fix this disaster and ensure that workers are treated fairly?

Mr. Speaker, because of the changes made by the Conservatives to the Social Security Tribunal, wait times for EI appeals have quadrupled. The unemployed who have to deal with the new tribunal must wait an average of eight months with no benefits. That is unacceptable. Ironically, the Conservatives got rid of the previous system, claiming that it was slow and ineffective.
Do they realize that they have implemented a system that is even slower and more ineffective, and that the unemployed are once again the ones paying the price for their mismanagement?
Prohibiting Cluster Munitions Act June 16th, 2014
Mr. Speaker, I commend my colleague on his speech.
As we have been saying since the beginning of the debates on Bill C-6, it is clear that this situation is significantly tarnishing Canada's international reputation.
It is like someone giving their word and not keeping it. That is what we are doing if you consider clause 11 of Bill C-6. I must say that I am overcome by the fact that the government is minimizing the impact of these cluster munitions, which, whether the government likes it or not, kill children, women and civilians who have nothing to do with any army or with people involved in the military.
That is what we are talking about this evening. This truly goes to show that when it comes to a convention, applying it in a way that is inconsistent with what we signed on to, makes no sense.
