Mr. Speaker, I am pleased to present two petitions.
The first concerns the creation of a legislated ombudsman mechanism for more responsible mining.
Employment April 9th, 2014
Mr. Speaker, Canadians are outraged at the Conservatives' catastrophic management of the temporary foreign worker file.
On the one hand, they encourage people to report employers who abuse the program, and on the other, they provide labour market opinions to any company that asks, with no concern for the actual labour market situation. Right now, Canadians are being fired by companies that would rather hire cheaper temporary foreign workers.
When will the minister put a stop to this circus and take the labour market seriously?
Employment April 7th, 2014
Mr. Speaker, the truth is that there is no use blacklisting companies that abuse the system because there are no consequences.
The Conservatives have caused confusion in the labour market. The Kijiji strategy and the McDonald's strategy have one thing in common: incompetence. The Conservatives are the ones who created the loopholes that employers can use as they wish.
How long are the Conservatives going to watch the youth unemployment rate hold at twice the national average while companies bring in cheap labour from abroad?
Employment and Social Development April 1st, 2014
Mr. Speaker, even though government data contradicts the Conservatives regarding the skills shortage, the Conservatives continue to support hiring temporary foreign workers.
We now know that this is because the foreign companies that want to develop natural gas in British Columbia do not want to have to pay their workers high wages.
Why are the Conservatives opening this sector to even more temporary foreign workers when the figures show that Canadians have the training needed for these jobs?
Employment March 28th, 2014
Mr. Speaker, the government's stubborn defence of Kijiji data is quite simply absurd. In 2009, economist Don Raymond participated in a panel that made dozens of recommendations to improve labour market data. We need reliable data in order to effectively curb unemployment and maximize the use of public funds.
Why did the government not implement those recommendations?
Employment March 28th, 2014
Mr. Speaker, the Minister of Employment has gone on and on for months about the so-called labour shortage. The problem is that the minister has no credible facts to back his claims. There is no labour shortage in Canada, unless you would rather believe Kijiji than the Parliamentary Budget Officer, the Conference Board of Canada and Statistics Canada.
Will the minister go back to the drawing board and refrain from basing his responses on dubious information obtained from Kijiji?
Quebec Organization for Immigrants March 28th, 2014
Mr. Speaker, this year is the 15th anniversary of Quebec's action week against racism, which is known as Semaine d'actions contre le racisme. Discrimination, racism and exclusion hold our country back, and we benefit from diversity in a world that is becoming increasingly complex.
I want to highlight the exceptional work done by Chantier d'Afrique Canada. This organization helps Quebeckers of African origin successfully integrate by providing a place where they can find information, consult each other and work together.
The organization's CEPFI program, which provides professional support to immigrant women, is particularly close to my heart. The CEPFI program offers training, networking and internships to provide meaningful ways to help women get involved and to promote cultural diversity.
I want to personally thank the entire team at Chantier d'Afrique Canada, and particularly Henriette Kandula, the executive director, for helping immigrants with their socio-professional development.
Promotion of Local Foods Act March 27th, 2014
Mr. Speaker, first of all, I would like to congratulate my colleague on her excellent bill.
She mentioned several things, including the health of our fellow citizens. As she said, we are living in an era of junk food, and we can clearly see the impact of poor nutrition on the young and old. I think it is important to point that out in the House.
I have a question I would like to ask her about her bill and the provisions she has included in it. She spoke of economic benefits for the agricultural community, which seems to be dwindling. There is a shift in population to urban centres. How will the bill help maintain and even boost the economy of those regions?
Offshore Health and Safety Act March 27th, 2014
Mr. Speaker, I thank my colleague for her excellent speech. She reminded us that Bill C-5 is a definite and necessary improvement to the existing occupational health and safety system for all concerned. She also reminded us of the importance of protecting these people at work.
In addition, she mentioned the government's refusal to consider the NDP's reasonable amendment, which was to include a mandatory five-year review period.
Can she tell us more about the consequences of that refusal?
