Cadet Instructor Cadre April 30th, 2009

Mr. Speaker, tomorrow, Canadians will celebrate the 100th anniversary of the Cadet Instructor Cadre. Currently, these reserve force officers supervise, administer and train over 58,000 Royal Canadian Sea, Army and Air Cadets in over 1,100 communities across Canada. Over the past 100 years, tens of thousands of Canadians have benefited from their leadership and direction.

In Newfoundland and Labrador, our cadet training program is led by 575 men and women, and in my riding of Avalon we have an exciting and challenging cadet program operating in over 18 communities.

Much of the work that is done by these officers is done on a volunteer basis and, through them, the lives of many young people in our communities are enriched with the transformative nature of participation.

Let us all be proud of the service of the Cadet Instructor Cadre. I call on all members of the House to join Canadians in celebrating this 100th anniversary and congratulate the remarkable group of 7,000 men and women of the Canadian Forces reserve officers.

Questions Passed as Orders for Returns April 24th, 2009

With regard to the previously cancelled procurement processes by the Department of Public Works and Government Services for two Joint Support Ships (JSS), on behalf of the Department of National Defence, and 12 mid-shore patrol vessels, on behalf of the Canadian Coast Guard: (a) is there a procurement process for vessels under the JSS project currently being pursued and, if so, (i) is there a plan to move forward with another request for proposals for the vessels during the 2009-2010 fiscal year, (ii) what funding has been allocated to pursue this project in the 2009-2010 fiscal year; and (b) is there a plan to pursue a competitive bidding process for the acquisition of mid-shore patrol vessels for use by the Canadian Coast Guard and, if so, (i) has money been budgeted to pursue this project in the 2009-2010 fiscal year and, if so, (ii) how much, (iii) through which department?

Points of Order April 22nd, 2009

Madam Speaker, I rise today on a personal question of privilege regarding the Minister of Fisheries and Oceans.

I put Question No. 78 on the order paper and received a response back from the minister. The minister is misleading a member of the House of Commons. The Conservatives may find it acceptable to mislead the public, but to mislead a member of the House is something that should not be done. Therefore, I ask the Speaker to take this under advisement.

The minister gave an answer to the question that the Department of Fisheries and Oceans had no knowledge of a statement that was made. However, with a bit of research, we can see on the website, Marketwire, a statement by Fabian Manning. The heading was changed to the Conservative Party of Canada. However, if we go to the French version of the same statement, it is from the Department of Fisheries and Oceans, which is totally contrary to what the minister put in her response to my question. I will table this today.

If you find there is a prima facie case of privilege, Madam Speaker, I would be prepared to move an appropriate motion at that time, and I will table the documents.

Employment Insurance April 22nd, 2009

Mr. Speaker, last year, the government was slow and reluctant to approve an extension to the EI benefits for fishers in Newfoundland and Labrador. They were unable to go fishing due to ice conditions. Ice is now again posing severe problems for fishers in the area. EI claims have now ended and fishers are without an income.

Is the minister aware of this critical situation? Is she now in a position to announce an extension to EI benefits for fishermen affected by ice conditions or does she feel that this would be too lucrative?

Questions on the Order Paper April 20th, 2009

With regard to the Department of Fisheries and Oceans (DFO): (a) who drafted or authored the press release issued on March 3, 2009 under the title “Statement by Fabian Manning, Senator”; (b) who approved or authorized the release of that press release by or on behalf of DFO; (c) what was the cost of distributing it via Marketwire; (d) was the press release transmitted or distributed by any other commercial means or services and, if so, (i) which means or services, (ii) at what costs; (e) who paid or will pay the costs for using Marketwire or any other means or service; and (f) was the said press release published to either the national or any regional DFO web sites and, if so, (i) which web sites, (ii) at what time was it published, (iii) was it later removed from the web sites, (iv) if removed, why was it removed and when was it removed?

Employment Insurance March 26th, 2009

Mr. Speaker, the government has such outdated guidelines that most people are not qualifying for EI, while others are forced to appeal decisions.

A constituent from my riding who applied for benefits on October 28 and was denied, appealed the decision. The initial decision was eventually overturned. Unfortunately, Donald had to wait 16 weeks to get a cheque. Most of these people find themselves in dire straits.

What do the Conservatives say to people like Donald when they are forced by the government to suffer through this ordeal?

Business of Supply March 5th, 2009

Madam Speaker, I listened intently to the hon. member talk about employment insurance. I have a couple of questions for him.

I would like to go back to the two week waiting period. With all due respect to the former governor of the Bank of Canada I do not think he has a true appreciation for the employment insurance program, or for when someone gets laid off and has to feed his or her family and pay the rent. I do not think he will experience that.

I would like the member to rethink his position on the two week waiting period. It is essential that we get this money into people's hands. Not only is there the two week waiting period, but how does he explain the two month waiting period for benefits in many cases? Does he believe his minister's own comments that the EI system is too lucrative?

Hockeyville March 4th, 2009

Mr. Speaker, I would like to congratulate the Harbour Grace Hockeyville organizing committee and all the residents of Harbour Grace and the surrounding areas for their support and determination to bring Hockeyville to their community. Harbour Grace has made it to the top five and voting is now underway to determine the title of Hockeyville 2009.

It is wonderful to see the effort, enthusiasm and friendly competitive spirit of Harbour Grace during the qualifying period. That, combined with their individual efforts, is commendable and I congratulate them for their hard work and dedication in this initiative.

“Vote for the Home of the Champions” is their slogan. This explains the underlying momentum in the race for Harbour Grace to be recognized as Hockeyville. “Home of Champions” represents historical connections with the town of Harbour Grace.

Native and local champion Danny Cleary increased local enthusiasm when he made history by bringing the Stanley Cup to Newfoundland and Labrador in 2008. The long-standing rivalry between the Cee Bees and other provincial teams showcases many local champions during the battles for the top prize at Herder Memorial. Hockey moms, hockey dads and all participants in local minor hockey programs are all champions.

Let us vote Harbour Grace and vote often.

Mr. Speaker, tomorrow the budget must meet these tests: it must protect the most vulnerable, it must provide the jobs for today in every region of the country, and it must create the jobs for tomorrow without leaving a legacy of debt and a permanent deficit for our children.

In September the government was telling Canadians that there would not be a recession. In November it was projecting a surplus. Now it has given us our first deficit in a decade.

Why has the government been so wrong about the state of our economy, even when every other G8 country was taking action? Why did it spend the cupboard bare when the times were good, harming our ability to protect our country when times were tough? Why has the government failed to act when more than 100,000 Canadian jobs have been lost since Parliament was shut down a month ago?

Economic and Fiscal Statement December 2nd, 2008

Mr. Speaker, the members opposite just do not get it. They were elected to a minority government and they are not providing Canadians with what they want from a minority government. The members opposite, during their speeches, talked about their plan for the auto sector. Their plan is for it to go bankrupt and they said that is a good idea. I would like to know from the member, if one of the auto companies were to go bankrupt, as recommended by the members opposite, how would it impact his riding?
