Mr. Speaker, with regard to (a), ESDC has a comprehensive review process for its grants and contributions that includes thorough measures for ensuring that due diligence is followed when assessing proposals, approving transfer payments, and verifying eligibility to its programs.
With regard to (b), following the assessment of the application, the applicant will be notified in writing as to whether the project has been approved.

Mr. Speaker, with regard to (a), the project was approved for a period of 30 weeks from September 1, 2013, and ended on March 28, 2014.
With regard to (b), contact was established between Service Canada and the organization in September 2013 to discuss the possibility of extending and improving the project, as the organization has the capacity to serve a larger number of participants, 16 instead of 7. The organization received confirmation that it could submit an amendment request and that the request would be processed.
With regard to (c), the project ended on March 28, 2014, as per the agreement.

Mr. Speaker, we are making changes that will connect people with available jobs. Those are the changes that we are making. We are seeing good results from that across the country.
Employment insurance will always be there for anyone who applies and there are no jobs available in their region.

Mr. Speaker, in an interview with a Toronto Farsi-language media outlet, the leader of the Liberal Party called on Canada to take a more balanced approach to the Middle East. So what balance would he be talking about?
Balance, by joining the hordes who condemn Israel for the sake of anti-Zionism, rather than standing up for the only liberal democracy in the Middle East? Balance, in approaching Hamas, because somehow a murderous, terrorist enemy bent on the destruction of Israel will respond to a kinder, gentler approach? Balance, by joking about Crimea in the midst of an invasion that destabilized global peace and security? Balance, by empathizing with the Boston Marathon bombers? Or balance by believing that the Iranian supreme leader has somehow magically become a moderate? Has the leader of the Liberal Party forgotten that the government of Iran has murdered more, not fewer, political prisoners since Rouhani was installed as president?
Clearly, the Liberal leader is in over his head.
Retirement Congratulations April 3rd, 2014
Mr. Speaker, I am sorry to inform the House that Hades has frozen over.
My dad has retired after 51 years as the president of C.D. Armstrong Insurance Limited. My dad graduated from Acadia University. After a very successful career and three years as a starter in the varsity basketball program, he took over the family business. My dad got married and raised four children with the proceeds from that business. At 74 years young, he has finally made the decision to retire.
I want to thank my dad personally for all the years of hard work and effort he put in so that I and my three sisters Ann, Martha, and Sarah could go on to university and do the things we wanted to do. My dad put in many years of hard work and effort.
Dads all across the country and moms all across the country make sacrifices so their children can do better. My dad did that for us, as did my mother Tilly.
I also want to pass on my condolences to my mom Tilly, who now has to put up with my dad 24/7.

Mr. Speaker, I would like to the take time to recognize a very special occasion in Canadian history, the 65th anniversary of Newfoundland and Labrador joining the Confederation of Canada.
Newfoundlanders and Labradorians have made tremendous contributions to Canada, in every measurable way and in every field of endeavour. Newfoundland and Labrador leads the country in economic growth. It is a have province and ranked among the best places to do business in North America.
Newfoundland and Labrador's strong economy, proud heritage, and rich culture are matched only by its exceptional natural beauty.
Without Newfoundland and Labrador, Canada would not be what it is today, the greatest country in the world.
On behalf of all members of the House, we wish to congratulate the people of Newfoundland and Labrador on the 65th anniversary of joining Canada.

Mr. Speaker, the policies put in place by this government have led to the biggest job growth of any country in the G7 since the pit of the economic recession in July 2009, with over one million net new jobs.
Every policy that we bring forward to help create jobs in this country, that member and party oppose. Why do those members not get onboard and help us create jobs and build growth in this country?

Mr. Speaker, the PBO report is clear and is not inconsistent with the position that we have taken. I will quote from page 13:
...the lack of evidence of a national labour shortage or skills mismatch in Canada does not rule out regional- and sector-specific labour shortages or skills mismatches.
Why do they not support the PBO?
