Statements in the House

Petitions November 14th, 2011

Mr. Speaker, I would like to proudly place this petition in the House for consideration by the government regarding a fundamental right for individuals to be able to choose to prevent illness. Freedom of choice in health care is becoming increasingly curtailed and further threatened by legislation and statutory regulations. The petitioners call on Parliament to guarantee the right of every Canadian to health freedom by enacting the charter of health freedom, drafted for the Natural Health Products Protection Association on September 4, 2008. The petitioners are primarily from central Newfoundland, including Grand Falls, Windsor, Bishop's Falls and also Buchans.

Electoral Financing November 14th, 2011

My apologies, Mr. Speaker. Provocation is not really my thing, but nonetheless I will continue.

This is an absolutely ridiculous remark. Are members ready for this? He called it, after pleading guilty, a big victory. When he gets thrown in jail, will he call that a small victory, perhaps?

The question remains, how many millions in tax dollars has the government had to shell out to fight the Conservative Party's stonewalling and its clearly baseless lawsuit against Elections Canada?

Electoral Financing November 14th, 2011

Mr. Speaker, just to revisit the issue, last week the Conservatives finally pleaded guilty to breaking the Canada Elections Act with their in and out scam. They have been hit with the highest fines possible, breaking two counts of the law, yet what we get is a stupid response from the parliamentary secretary speaking of--

Petitions November 4th, 2011

Mr. Speaker, I have the honour of presenting this petition. It is the first one of its kind that I have presented. It is a petition to the Government of Canada highlighting Canada becoming a global leader in aid effectiveness.

In 2009, $4.73 billion went into aid, but some of my constituents want the Government of Canada to be more proactive on transparency, creativity and accountability, doing things such as calling on the G8 to standardize tracking and reporting major international commitments. They also call for an innovation fund worth $200 million per year and new and riskier approaches to development so that there would be proactive element to this, as well as being very transparent. Certainly CIDA projects have been completely transparent in the last few years.

I want to congratulate the petitioners in the towns of Grand Falls—Windsor, Twillingate and Summerford for sending me this petition.

Public Safety November 4th, 2011

Mr. Speaker, regarding the long delays for security checks processed through what we call the vulnerable sector check, I appreciate the extra screening to protect the most vulnerable, but the system is now way overburdened.

The manager of this RCMP service said that in the last year alone, the requests went from 2,500 to 40,000. A constituent of mine applied last February 24 and only received her clearance last week. Members will get the idea just how serious this issue is.

There are many people who are unable to get jobs. Many people are unable to volunteer. Will the government now commit to hire more staff at this RCMP essential service?

Questions on the Order Paper November 2nd, 2011

With regard to the planned reduction in human resources for Canadian Heritage listed in the 2011-2012 Report on Plans and Priorities, which positions are being eliminated by the department as a part of this reduction, broken down by employee status, by title, and by program activity?

Excise Tax Act November 2nd, 2011

moved for leave to introduce Bill C-342, An Act to amend the Excise Tax Act (funeral arrangements).

Mr. Speaker, I introduced this bill in the last Parliament, and it is very succinct. It is about, as a wise person once said, the two certainties in life, death and taxes. Unfortunately, in this case, paying taxes after death is certainly an indignation that I would like to correct.

The bill would essentially exempt the expenses related to funerals from the GST and the GST portion of the HST.

I look forward to debating this in the House as a nice dignified way for the Government of Canada not to tax a person upon death and have it be a hardship on the family.

Canada Pension Plan October 24th, 2011

moved for leave to introduce Bill C-335, An Act to amend the Canada Pension Plan (deductions — disabled child).

Mr. Speaker, I will briefly describe the intention of this bill. As members know, a lot of amendments are proposed in this House regarding the Canada pension plan, employment insurance, old age security and the like. It is a very complex formula to provide people benefits once they reach 65 years of age or 60 if they choose to do so.

This bill would change the formula slightly to allow people to get credit for the years they were not working because they were looking after a disabled child. The way to do that through the tax system is through tax benefits they receive by looking after a disabled child in the earlier years of life, maybe in their 30s or 40s. We would ensure they would not be penalized for the years they missed, once they apply for their Canada pension plan at age 65. I think that would be a small change in the formula but the principle is sound, it is beneficial for them and substantial for people who are unable to work because, unfortunately, they must look after a child who is disabled.

Rogers Communications October 24th, 2011

Mr. Speaker, I rise to offer congratulations to Rogers Communications as it celebrates its 50th anniversary.

For years, Rogers has connected communities like mine by investing in the creation and the development of first-class local programming. Shows like Grand Central, Skyways, Out of the Fog are where Newfoundlanders and Labradorians come together to hear and discuss the stories that matter.

This year alone, Rogers TV will produce thousands of hours of informative local programming in Newfoundland and Labrador, benefiting constituents like mine.

Rogers' local commitment extends past community broadcasting. OMNI Television and Citytv connect multicultural and urban communities across the country. Rogers Media Funds has invested millions in the development and distribution of quality Canadian television and film production from coast to coast to coast.

Throughout its history, Rogers Communications has truly understood that local matters.

On behalf of the Liberal caucus, I congratulate Rogers Communications.
