Mr. Speaker, I note that my colleague from the Liberal Party and I knew one another way back when all of this happened in this case. In fact, I was policing in Manitoba at the time and he was a politician.

I would ask the member to please help me understand this, and I think all Canadians want to understand it. The member has gone back to the 1970s and 1980s when all of this started, when there were already committees looking at this in the province of Manitoba. However, the Liberal Party was in power for 13 years. In the six years we have been here, the Conservative government has been able to put forward an RCMP National Centre for Missing Persons and Unidentified Remains, improved law enforcement databases, provided money to Sisters in Spirit, et cetera. Why on earth did the Liberal government do nothing? If it did do something, what was it?

Mr. Speaker, Canadians have been clear: their priority is the economy. That is why they elected our Conservative government, which is focusing on job creation and long-term prosperity. Our economic action plan has created more than 900,000 jobs since the end of the recession, which is the best performance in the G7.

It is unfortunate that the NDP plan for the economy is to impose a $20 billion, job-killing carbon tax on Canadians.

Canadians elected a strong, stable, national Conservative majority government in the last election, and it is our duty to fight the NDP's reckless economic policies.

Since the December break, Conservative MPs and ministers have met with hard-working Canadians in more than 200 meetings to make sure the Canadian economy is creating jobs and long-term prosperity.

On this side of the House, we are listening to Canadians, and that is why we will remain focused on jobs and growth.

Mr. Speaker, I have listened to the questions and the debate today. As a police officer who is on a leave of absence, I am ashamed to hear such rhetoric coming from one side of the House. We, in fact, have 13 police officers on the government side and we take this matter very seriously.

When the member hears members of her caucus talk about listening to the experts, has she read the transcripts that show the majority of the people who appeared in committee supported the government's position and decried the position put forth by her party? I would also like to know the cost that has been put forward by the NDP's proposal because, surely, it would not put a proposal forward to create a new bureaucracy without having costed it.

These are very clear questions. Has she read the transcripts? Why is she denouncing the experts? What is the cost for the bureaucracy the NDP wants to create?

Mr. Speaker, innovative cost-effective consultations like telepresence and online submissions are allowing our government to exchange ideas with more and more Canadians in a very cost-effective way. As we prepare for economic action plan 2013, I would like to encourage all Canadians to take the time to share their views on how to position Canada to prosper over the long term, by visiting www.fin.gc.ca.

One thing I do not think we will be hearing about is Canadians begging for the NDP to impose a $20 billion carbon tax.

[Public Safety, February 8th, 2013]

Mr. Speaker, that member is absolutely correct. Double-bunking is a completely normal practice used by many western countries.

Corrections Canada, last year, completed a study that showed that the rates of double-bunking were not connected to the rates of violence. The fact of the matter is, contrary to the suggestion of the member for Burnaby—New Westminster that prison populations would explode, the increases have actually been less than a quarter of what CSC predicted.

Not only is the NDP soft on crime, it is absolutely soft on facts.

Mr. Speaker, I want to say very clearly that we sympathize with the loss of jobs for many Canadians today. However, having said that, we have an economic action plan that has in fact worked. We have seen over 900,000 net new jobs created in Canada since the end of the recession, July 2009.

Having said that, we intend to continue with our economic action plan into 2013 to create jobs, to make sure long-term prosperity is in our future and to make sure our economy continues to grow.

Mr. Speaker, I thank the member for Wild Rose for his endless support of our low tax plan.

Before it calls again for more job-killing taxes, I ask the NDP to listen to what the Canadian Manufacturers & Exporters has to say about our low tax plan, especially when it comes to job creation. It says:

Lower business tax rates have played an important role in supporting Canada's economic recovery, creating jobs and spurring investment....If federal tax rates had not been reduced, Canada's unemployment rate would have exceeded nine per cent...during the recession. Today, our unemployment rate would be higher than that of the United States...

We will not take any advice from the NDP on this one.

Mr. Speaker, consumers and industry groups—especially small businesses—welcomed the code.

We are constantly monitoring to ensure that the rules are being followed. We have the power to make the code mandatory, but the NDP always votes against this kind of thing.

The Commissioner of Competition has asked the Competition Tribunal to examine some of the rules. We are encouraged to see that this issue is being examined.

Mr. Speaker, I want to reiterate, not just for my colleague, but for everyone in the House exactly what the Federation of Independent Business said about that code and about what we have done as a government. It said:

—the Code...has served merchants extremely well....[it] has done an excellent job in ensuring some fair ground rules and maintaining Canada's low-cost debit system

I follow that up with another quote:

—the Code played a big role in saving low-cost debit in Canada and it gave merchants some degree of power in dealing with the payments industry.

We continue to support our low tax plan and our job creation plan. Unfortunately, those members do not support that.
