Mr. Speaker, it is a bit rich for a Liberal member to raise this issue since the harmonization began in 1996 under the Liberal government.

Moreover, there is no political interference with any scientific procedures put in place by Health Canada, and there is no intention that there would be political interference as the member suggests. We will have the best standards based on scientific evidence, period.

Mr. Speaker, before I explain why I cannot support this legislation, I want to applaud the convictions and conscientious approach of my hon. colleague. He has performed a tremendous public service by drawing attention to the damage caused by alcohol misuse. He deserves full credit for his unflagging efforts to promote legislation to prevent this unnecessary tragedy. Fetal alcohol spectrum disorder is truly a terrible disease.

I also want to commend him for recognizing society's responsibility to protect the most vulnerable from the most devastating effects of alcohol misuse. There is no greater a vulnerable group than people who are born with one of the diagnoses under the umbrella of fetal alcohol spectrum disorder, or FASD. These people may be condemned to lives of missed opportunity and, all too often, all out despair.

Among the common symptoms of the disability are low adaptive quotients, in other words, the ability to solve everyday problems, and anti-social behaviours that affect at risk groups of people as they drop out of school and make them far more likely than other Canadians to be homeless or end up in prison.

An overwhelming proportion of people with FASD have substantial personal costs, not only for themselves but their families, and the price tag is also very steep for society. The cost to Canadian taxpayers to care for alcohol affected children to adulthood will be an estimated additional $571 million annually. Given the incidence of 9.1 cases of FASD per 1,000 births, there is an estimated 280,000 people in Canada currently living with this preventable disability. About 3,000 babies are born every year who are affected.

If only Bill C-251 could dramatically reduce the costs and reverse the statistics, I am sure all members of the House would gladly embrace it. However, as the history on this issue in the House with previous bills, such as Bill C-206 and others, have already made clear, our well meaning colleague has not selected the best vehicle to advance his cause.

As worthy a goal as he espousing, the evidence appears unequivocal: alcohol warning labels do not positively impact those most at risk. This was the resounding all party consensus at committee hearings on the previous bill, Bill C-206, on alcohol warning labels. Expert witnesses before the Standing Committee on Health at that time said repeatedly that while warning labels may have a small part to play in a larger public education strategy, they cannot achieve the long term objectives of this legislation in isolation.

Expert opinions and the opinions of parliamentarians who have studied this issue are that what is clearly needed is an integrated and comprehensive approach that builds on work already underway. This approach would include public education, awareness and interventions to prevent FASD.

It would leverage the work of communities, as well as health practitioners, target interventions for vulnerable populations, such as aboriginals, and integrate research and potential regulations into the federal government strategies. For example, research shows that women are very likely to turn to their health care professionals for information on alcohol during pregnancy. This reinforces that it is important to educate those on the front line on prevention and the people on the front line, of course, are the health care providers.

Sensitizing and supporting health care professionals with the tools that they need will enable them to deal more effectively with at risk clients and help reduce the risk factors. A very important point here is that all women are at risk if they do not have the information that alcohol use, even in small amounts, is potentially harmful to their babies during pregnancy.

To that end, the Public Health Agency of Canada has been working with its health portfolio partners, other federal departments and agencies, the provinces and territories, first nations, as well as a host of other community based partners on a FASD strategy.

Its objective is to address the critical gaps and pressures caused by FASD and provide individuals and organizations working with at risk groups with the tools and resources they need to reach and educate perspective parents. These are activities that go far beyond warning labels.

A lot has already been accomplished. Among the many activities completed to date, the Public Health Agency of Canada has developed, published and distributed the framework for action on FASD. It has also conducted and published the survey of health care professionals, and it has supported the development and publication of diagnostic guidelines to assist health care providers.

In 2000 and again in 2002 and 2006, the Public Health Agency of Canada conducted public opinion surveys to gauge public awareness and general knowledge about FASD and alcohol use during pregnancy. The intelligence gathered through this process helps to shape common messaging regarding FASD, developed by the agency in partnership with the provinces and territories. Posters and pamphlets using those messages have been prepared and distributed to the public.

The Public Health Agency of Canada subsequently conducted targeted social marketing and awareness activities using these materials.

That is not all. Working in partnership with Thyme Maternity and News Canada, the Public Health Agency of Canada ran newspaper articles aimed at increasing awareness of FASD and the need to avoid alcohol during pregnancy.

Of particular importance to organizations working with high risk groups, the Public Health Agency of Canada funded eight projects across the country through the FASD national strategic projects fund. The projects led to the development of tools, resources and training programs for use by community based organizations to prevent FASD and to improve the life prospects of people living with a disability.

Much work is being done at the regional level to support local projects that will reduce the incidence of FASD and improve outcomes for those affected.

Another excellent resource produced by the Public Health Agency of Canada is the “Sensible Guide to a Healthy Pregnancy”. Based on the latest research, this new resource will help women who are planning a pregnancy to make healthy choices to ensure their children have the opportunity to have a good life.

This is just the beginning. Work currently underway will result in even greater supports for prospective parents, as well as children and youth already living with FASD. For instance, research has been carried out on FASD training opportunities and public awareness across Canada. Focus group studies have been conducted among women to understand alcohol use patterns and potential effective interventions.

A series of meetings were scheduled, including one to follow up on the publication of the diagnostic guidelines, as well as a national symposium on FASD. A survey of allied professionals' knowledge, attitudes and behaviours regarding FASD and alcohol use during pregnancy is planned.

Work has also been undertaken in collaboration with Canada Northwest FASD Partnership to develop a scan of the diagnostic capacity, tools and forms across Canada. This will lead to further work in developing common intake forms, data collection and reporting tools, as well as common tools for diagnosing brain and central nervous system dysfunction.

Progress has been made in these areas: A recent opinion survey showed that 94% of first nations and 86% of Inuit were aware of FASD; Community Asset Mapping has helped many of these communities identify their strengths and develop a plan of action; and mentoring programs for women at risk are now underway.

I could go on but much has been done and we need to move forward with an effective plan.

Food and Drugs Act May 14th, 2007

Mr. Speaker, I would like to thank the member for bringing forward this issue. I recall that in the last Parliament the issue was brought forward. It went to the health committee. The health committee, including the Liberal members of the health committee, decided that there were better alternatives to move forward with in helping to deal with FASD. Would my colleague accept the recommendations that were made by the health committee in the last Parliament on this very issue?

Also, I would like the member to comment on his list of organizations that support labelling. He mentioned Health Canada. Health Canada does not support labelling on alcohol containers as the member is suggesting. Would the member clarify where he got that understanding about Health Canada's position?

Mental Health May 10th, 2007

Mr. Speaker, it is my pleasure to inform the House and all Canadians that the week of May 7 to 13 marks the 56th anniversary of National Mental Health Week in Canada.

The Canadian Mental Health Association's message for this week is to achieve a better work-life balance. Some of the ways to achieve this balance include: schedule brief breaks throughout the day; create a buffer between work and home; and participate in daily exercise activities. Individuals can empower themselves by researching the programs, policies and benefits at their workplace. These are just some of the ways in which a better work-life balance can be achieved.

Canada's new government has made significant investments to reach out in practical and compassionate ways to promote mental health and to assist those who have mental illness to recover and live full and productive lives.

National Nursing Week May 8th, 2007

Mr. Speaker, May 7 to 13 is National Nursing Week in Canada. This year's theme, “Think You Know Nursing? Take A Closer Look”, calls on Canadians to challenge their perceptions of the role of nurses in our health care system.

Nurses are at the heart of our health care system. Nurses are leaders, innovators and pioneers in all areas of the economy, from research and the military to technology and advocacy. Nurses' knowledge and skills contribute to the well-being of individuals, groups and communities in a variety of settings.

Daily they can be found working in emergency rooms, intensive care units, visiting new mothers at home, teaching in community centres, or providing end of life care. Nurses are a critical component of inter-professional teams of health care specialists.

This week, please join with me in recognizing and honouring the invaluable contribution that nurses make to our health care system and the health of citizens in communities across Canada.

Business of Supply April 26th, 2007

Mr. Speaker, the position the NDP is presenting, the immediate withdrawal of our troops in Afghanistan, seems to go directly against what the president of Afghanistan said. He had very complimentary things to say about our men and women when he came to Parliament less than a year ago. The United Nations and NATO are supporting the mission. The NDP's position suggests, in a very direct way, that we disregard our UN and NATO obligations.

I wonder what will happen to the people of Afghanistan, particularly the women and children who are clearly abused and have had their human rights violated profoundly. Without the protection of western forces, including the Canadian Forces, those abuses will continue. It seems morally abhorrent that the NDP would suggest a withdrawal of this nature without a plan. It is very disappointing that such a debate could even happen when our troops are fighting for Canadian values throughout the world, including Afghanistan.

I would like the member to respond.

National Blood Donor Week Act April 24th, 2007

Mr. Speaker, I am happy voice my commitment and the government's commitment to the thousands of Canadians who give and receive blood or blood products each and every day by supporting the designation of the second week in June as national blood donor week.

The need for donated blood in Canada is ongoing. Recruiting and sustaining donors currently relies on day to day hard work and targeted campaigns throughout the year. A recent example was the November 2006 Operation Roll Up Your Sleeves campaign through which more than 20,000 Canadians donated blood and good wishes in honour of our Canadian Forces troops and veterans.

It was during the second world war that Canadians began donating blood and the country's first blood bank was born. Today, we have a system that crosses the country and is there when Canadians need it, every day of the year.

To meet our nation's requirements, one million units of blood must be collected from about 600,000 Canadians. That number represents just 5% of the population whose generous donations will give the gift of life to accident survivors, cancer patients, transplant recipients and many others, including myself.

Somebody in each of our lives has required or will require donated blood or blood components. Honouring Canada's blood donors through a national blood donor week makes it all the more likely the system will be there the next time our loved ones need it.

Canadians can also expect the need for blood to increase due to commitments across the country to decrease surgical wait times and advancements in science and technology that lead to new medical interventions. Designating a national blood donor week will help meet the need by encouraging existing donors to keep donating, infrequent donors to become regular donors and new donors to come forward.

However, it does not end there.

A sustainable blood donation system relies on other types of generosity too. Some people are unable to donate blood for health or other reasons, but this does not mean they cannot help. The warm smile and small talk that welcomes first time donors and calms their jittery nerves comes from a volunteer. The community blood drives that make it possible to donate rely largely on the work of volunteers. Volunteers spread the word and attract new donors by speaking publicly and privately about blood donation.

Recruiting and encouraging donors is an ongoing activity for which there will always be a need. The creation of national blood donor week will help to attract all types of skills required to keep the system going year round.

The demand for blood and blood products is constant throughout the year, but the reality is that donations drop off in the summer months. During the summer a drop in donations is managed through targeted drives for certain blood types, or in certain areas, or certain times such as long weekends when road accidents are more likely to happen.

The creation of a national blood donor week during the second week of June will remind existing and potential donors that the system still needs and appreciates them. It may also help to make those targeted blood drives all the more productive.

The second week in June also marks the World Health Organization's World Blood Day. The purpose of this day is threefold: to highlight the need for safe blood products; to thank and honour blood donors; and to encourage regular donation. Both the Canadian Blood Services and Héma-Québec support and are involved in the celebration of World Blood Day on June 14.

By designating the second week of June as Canada's national blood donor week, we will be joining international efforts to achieve safe blood systems everywhere.

I urge all my colleagues to vote in favour of designating the second week in June as national blood donor week so we can show existing blood donors, other volunteers and those yet to come that the existence of a safe blood and blood component supply will be there when their loved ones need it. It is their kindness and generosity that is appreciated by all Canadians.

Immunization Awareness April 24th, 2007

Mr. Speaker, April 22 to 28, 2007 is National Immunization Awareness Week.

In the last 50 years immunization has saved more lives in Canada than any other health intervention. When effective new vaccines become available, it is in the best interests of Canadian families to receive them as quickly as possible.

In July 2006 the government approved a vaccine against HPV for use by young girls and women that prevents the majority of cancers of the cervix. The government will provide $300 million in funding to support the provinces and territories in launching programs for the HPV vaccine. This funding will allow for timely access to this life-saving measure.

Please join me in wishing the Canadian Coalition for Immunization Awareness and Promotion and the provincial and territorial health authorities success for this year's immunization awareness campaign.

National Organ and Tissue Donation Awareness Week April 23rd, 2007

Mr. Speaker, it is my pleasure to inform the members of the House and all Canadians that April 22 to April 29 is National Organ and Tissue Donation Awareness Week.

Every day in Canada, organs and tissues are used in transplantation procedures to improve both the duration and quality of life of many.

There is a significant shortfall between the number of organ or tissue donations and the need. As Canada's population ages, the shortfall is likely to increase.

To ensure a strong Canadian system for organ and tissue donations, I urge each of my colleagues here in the House of Commons and all Canadians to sign donor cards that will allow for the posthumous donation of their organs and tissues and to inform their family members of their wish to donate.

Thousands of Canadian adults and children are counting on our generosity.
