Mr. Speaker, actually what we are talking about is the Prime Minister's decision to name him. We are not talking about Duffy's expenses. The Prime Minister is going to have to talk to the lawyers who are now pleading this case, because they say that it was the government that named him irregularly.

Mike Duffy helped 74 members of Parliament because he was doing something out of the ordinary. In return for being appointed to the Senate when he did not live in Prince Edward Island, he was going to help 74 government members.

Does the Prime Minister not realize that everyone now understands that the only reason he appointed Mike Duffy was so that he would raise money for his Conservative Party and his government?

Mr. Speaker, does the Prime Minister maintain that Mike Duffy was a resident of Prince Edward Island when he, the Prime Minister and leader of the government, appointed him to the Senate?

Mr. Speaker, hundreds of thousands of good jobs in the manufacturing sector have been lost under the Conservatives' watch since they came to power. In the past few months, tens of thousands more jobs have been lost in the retail sector. Just last weekend, 1,500 jobs were lost at Future Shop. There is a reason why the Governor of the Bank of Canada is forecasting atrocious quarterly results. That was the word he used: “atrocious“. That is the Conservatives' record.

Instead of complaining about the temperature of the Camembert on their first-class flights, when are the Conservatives going to help the middle class?

Mr. Speaker, it is interesting that the Conservatives chose Canada Goose to make their announcement about the budget date. Remember who suggested serving Canada goose to the hungry homeless? It was none other than Camembert Conservative Nancy Ruth. Of course, this budget will only make the income gap worse.

Jim Flaherty, Preston Manning and the parliamentary budget office all said that the Prime Minister's idea of taking billions from the middle class to give it to the wealthiest few was atrocious. His own speech writer said that it was socialism for the wealthy. Which is it, let them eat Camembert or let them eat goose?

Mr. Speaker, first the Prime Minister cannot deliver a budget on time, even though all the provinces can. Then we learn that the first item in the budget is $7.5 million to promote the budget and the Conservative Party. Then the Prime Minister and the Minister of Finance both flee the nation's capital to avoid answering questions.

We know the budget will take billions from the middle class and give it to the wealthiest few. Is that why the Prime Minister will not answer questions about his budget because he is balancing it on the backs of the middle class?

Mr. Speaker, where the Prime Minister would take billions of dollars from the middle class to give it to the richest 15%, damn right we are going to reverse that.

The Minister of National Defence is misleading Canadians about why our troops are there. The Chief of the Defence Staff is contradicting the minister's claim that Canada has to attack Syria because other countries do not have smart bombs. General Lawson has just confirmed that several of the countries bombing in Iraq and Syria actually do have the same weapons, and they have used them.

Why are Conservatives again misleading Canadians about this war?

Mr. Speaker, one thing is certain: when the Conservatives finally agree to table a budget, they will help themselves to $7.5 million of taxpayers' money for partisan advertising. That is the truth about their public spending.

What we will not know on budget day is the cost of the Prime Minister's war in Iraq, because he is going to hide that.

If the Prime Minister is so proud of his war in Iraq, why does he intend to hide the true cost?

Mr. Speaker, yesterday, the Governor of the Bank of Canada had a one-word summary for that track record, “atrocious”.

The Prime Minister is the one responsible for this mess. He is the one who gambled everything on oil, despite the NDP's warnings. We told him to be more careful, to diversify and to protect the manufacturing sector. We lost 400,000 good, high-paying jobs in that sector, not the unstable, part-time jobs he just mentioned.

The inevitable happened. The Conservatives are panicking, but they are unable to deliver a budget. What is their excuse? It has been over a generation since a government in power has not presented a budget at the beginning of a fiscal year.

When will we have a budget?

Mr. Speaker, a quarter of a million more unemployed today than when the crisis hit in 2008, the greatest inequality in Canadian history, a whole generation that, for the first time, will earn less than their parents and grandparents, that is the Conservatives' track record.

The Minister of Finance claims he is holding off on the budget because of “economic uncertainty”, but the Bank of Canada moved ahead with stimulus just this January. The provinces, for their part, are moving ahead. They are presenting their budgets, one after the other.

Why is the Prime Minister so singularly incapable of doing his job? When will he present Canada's budget?

Mr. Speaker, it may be April 1 but Canada still does not have a budget, and that is no joke. As usual, the Minister of Finance is just sitting there, not saying a word.

Can the Prime Minister stop playing tricks on Canadians and finally tell them when the budget will be delivered?
