Mr. Speaker, as usual, the hon. member's allegation is false. In fact, the rules were not broken. But I can tell the House and I have the opportunity to offer some facts that I believe Canadians will be proud of. Since 2005–06, this government has cut hospitality expenses by 48%. Every year since coming to power, this government has spent less on hospitality than the previous Liberal government. That is something the taxpayers can be proud of.

Mr. Speaker, I firmly believe it is important to protect taxpayers. The rate of absenteeism is unacceptable. We must make changes to better protect taxpayers and employees. The system needs to work for both parties.

On our side of the House, we are willing to come up with a system to work with our employees, have a better system for them, and to also protect the taxpayers. The union bosses the NDP deals with, they do not want to meet with me, but I am going to go--

Mr. Speaker, what I can tell the member, if he actually reads the report, is that the Parliamentary Budget Officer confirms that when we look at paid plus unpaid sick leave, it is 18.2 days, on average, for the public service, far and away above the absenteeism rate in the private sector, which was my original point.

Indeed, I have another point to make as well. It is that we have to make sure that for new hires of public servants, we have a fair system in place for them as well, which is not currently the case.

The hon. member talks about courage. I have the courage to stand in my place and stand for taxpayers. When will the NDP do the same?

Small Business January 29th, 2014

Mr. Speaker, this is one of the top concerns of Canadian businesses, particularly Canadian small businesses, that all levels of government continue to tackle red tape.

I am looking forward to introducing in this chamber a red tape reduction act, which as an informal policy has already saved small businesses $20 million and 98,000 hours of time filling out government forms. Now the leader of the Liberal Party has called this a gimmick. This is the gimmicker in chief over there calling this a gimmick, but we are going to continue to stand on behalf of the taxpayers and small businesses.

Our goal, our challenge, is to be reasonable and fair to public servants, of course, but also to taxpayers, who are footing the bill.

Mr. Speaker, certainly this is not the policy of this government to have that campaign that the member refers to. Our managers are professionals; they have to act professionally in all cases. But I would say to the hon. member that it is our duty as the government to be fair and reasonable in our negotiations with the public service, which we will continue to be and, of course, at the same time, represent the taxpayer, which the NDP knows nothing about.

Questions on the Order Paper January 27th, 2014

Mr. Speaker, budget 2013 identified the Government of Canada’s intention to continue to ensure that the public service is affordable, modern and high-performing. To help do this, the government also indicated that it would examine overall employee compensation and pensioner benefits. Discussions are under way on the public service health care plan in a forum that includes bargaining agents and the National Association of Federal Retirees to ensure that retiree health benefits remain financially sustainable and comparable with other private and public sector organizations. At this time, no specific decisions through this forum have been made.

Government Advertising January 27th, 2014

Mr. Speaker, as I have already said, the government's responsibility is to make Canadians aware of programs and services that are important to them. In the 2012-13 economic action plan, advertising was an essential means for informing Canadians about the policies passed by this Parliament.
