Mr. Speaker, there is no question that the issues around jobs for the people of Canada, including those of Quebec, is very important.

We in Health Canada believed that Wal-Mart was an appropriate business to deal with in terms of reaching thousands of people and in terms of an educational program that dealt with anti-smoking issues. However it is important to recognize that Health Canada is not an advertising agency for any business whatsoever.

Mr. Speaker, this development is just one more example of why we need to deal with protecting the pricing regime for Canadians and the affordable supply of drugs. We intend to do just that.

Mr. Speaker, I do not know what the hon. member has been listening to. The Canadian Medical Association supports what we are trying to do. The Ontario Pharmacists' Association today issued a press release supporting what we are trying to do to ensure there is good medicine, good ethical practices in Canada and that the supply is protected for Canadians at affordable prices.

Mr. Speaker, I am actually surprised the member is not embarrassed by the unethical and unprofessional practices that create bad medicine in Canada. It is important for us to remember that the Canadian pricing regime is for the good of all Canadians. Good medical ethics produce good medicine for all Canadians.

Mr. Speaker, I have always said that we want to protect the pricing regime in the country. It is the member opposite who has had difficulty making up his mind.

On December 1, within the space of one minute, he said, first, that we must protect the value of pharmaceuticals to Canadians. Second, he said that we must heed the economic benefit of a new industry and the more than 4,000 job. Third, he said that export permits would be a good start. Fourth, he said that they were also bad because they could shut down the industry. Fifth, he said that we must be unequivocal.

It is time he make up his mind.
