Mr. Speaker, this issue is before the courts. I want to tell the members opposite that we are not there of our own accord. It is Imperial Tobacco that brought us there. We need to make sure that we stand four square behind the public concern against tobacco damage.

Mr. Speaker, we do care about these people. That is why $300 million was set aside and given to the provinces for the class of before 1986 and post 1990. It is important we remember that we also put the money into trust for the 1986-90 class. Caring is absolutely not the monopoly of that side alone.

Mr. Speaker, the government is looking at just that. It is important we recognize that this decision ultimately will be made by the court. The court is in control and is seized of the trust fund.

We will have to speak to the plaintiffs' counsel for the 1986-90 class. We will have to speak to the plaintiffs' counsel for the before 1986 class and the post 1990 class. We are attempting to look at this issue and to resolve it. It is a very serious issue, and I thank the member for raising it.

Mr. Speaker, we have just recently entered into an agreement with the provinces and the territories where all of the jurisdictions have recommitted themselves to the five principles enshrined in the Canada Health Act. The allegations that are being made by my friend are absolutely untrue.

Mr. Speaker, Dr. David Butler-Jones, the chief public health officer of Canada, has spoken to the chief medical officer of Quebec, and the National Microbiology Laboratory in Winnipeg has been contributing to the examination of the most recent outbreak in Quebec.

The Public Health Agency of Canada has been monitoring the situation. On November 1 we will start surveillance in the 25 major teaching hospitals in the country on this very issue.

Mr. Speaker, the Canadian law is very clear. We are committed to opposing all forms of human cloning, and we will take positions internationally that are consistent with our domestic policies.

Mr. Speaker, the supplies of vaccine are purchased by the federal government in a bulk fashion and then they are handed over to the provinces. They administer them. We said very clearly that if there was a surplus in Canada beyond our needs, we would be happy to share it with our neighbours.

Mr. Speaker, I would have happily answered the question earlier, in the first few minutes of question period. I will try to do so now.

We said to the Americans that our first priority is to deal with the safety of Canadians and the availability of the flu vaccine for Canadians. If there is an ability on our part to share flu vaccine with the Americans, we will do so.

Mr. Speaker, I cannot accept the concern that the member exudes about public health care when his party unduly muckrakes about the Gomery inquiry every day.
