Mr. Speaker, our government has consistently brought forward measures in the House that protect Canadians right across this country, including in the city of Montreal.

Our government has created the national crime prevention strategy and the youth gang prevention fund but we have consistently had opposition from that member, no matter whether it is organized crime initiatives or regular crime initiatives. We would like that member's support so that the people of her consistency can be safe as well.

Mr. Speaker, the NDP likes to talk about crime prevention measures but, when it really counts, it has consistently voted against all of these initiatives. It is our Conservative government that has created the national crime prevention strategy and the youth gang prevention fund. I hope the member opposite will finally stop the double-talk and get serious about supporting these programs.

Mr. Speaker, we have made it very clear that we see no benefit to the long gun registry. It was for that reason we ended the long gun registry. However, we have indicated that we must continue to implement measures that, in fact, target the criminal use of firearms.

As the Prime Minister mentioned a moment or so ago, we have taken very strong and clear measures to prevent the criminal use of firearms. I would ask the member to start supporting those measures.

Mr. Speaker, I am very pleased to note that the overall incidence of firearms crime is at the lowest rate in 50 years. The homicide rate with firearms is down 30% since 2008 because of the very strong measures that this government has taken against the criminal use of firearms.

I would ask that member to start supporting us on finding ways to prevent the criminal use of firearms.

Mr. Speaker, Canada is well known as a tolerant nation, accepting of newcomers who want to work hard and play by our rules. Unfortunately, that generosity also makes us a target for criminal organizations that traffic in misery by carrying out human smuggling operations.

Today I designated five groups of migrants who illegally crossed the border near Stanstead, Quebec as irregular arrivals. This designation carries with it certain consequences.

Human smuggling is a dangerous and despicable crime. Our message is clear to those who contemplate a human smuggling operation: do not do it.

Questions on the Order Paper November 30th, 2012

Mr. Speaker, with regard to (a), the answer is no. With regard to (b), the answer is no. With regard to (c), the answer is no. With regard to (d), the answer is no.

With regard to (e), in line with budget 2012, federal contributions under the joint emergency preparedness program, JEPP, will end in 2013. Two indeterminate positions were affected by this decision.

With regard to (f), the answer is no.

With regard to (g), before the planned saving measures were announced, consultations occurred with elected officials.

With regard to (h), the Government of Canada recognizes the importance of an integrated and resilient approach to emergency management. Emergency management is a shared responsibility between all levels of government, the private sector, non-governmental organizations and individual citizens. The Government of Canada also recognizes that most emergencies in Canada are managed by municipalities or at the provincial or territorial level. As such, the Government of Canada has supplemented provincial emergency preparedness since 1980 by investing over $175 million in emergency planning, training and specialized equipment through the JEPP.

Moving forward, the Government of Canada is developing a long-term national disaster mitigation program through engagement with provinces and territories, recognizing that mitigation can lessen the impact of natural disasters and reduce the costs associated with these events. In addition, up to $99.2 million will be provided over three years to assist provinces and territories with the cost of permanent flood mitigation measures undertaken for the 2011 flood season.

With regard to (i), the Government of Canada recognizes that most emergencies in Canada are managed by municipalities or at the provincial or territorial level. The original objectives of this program, namely, to enhance local emergency preparedness and response capacity, have been met. As this is a provincial responsibility, communities are aware of the need to invest in preparedness.

With regard to (j), the JEPP will conclude on March 31, 2013. As all projects must be completed prior to March 31, 2013, applications will not be accepted beyond March 15, 2013.

Questions on the Order Paper November 27th, 2012

Mr. Speaker, Public Safety Canada has not conducted any review or assessment pertaining to the Baffin Correctional Centre or any other correctional services in Nunavut. This is a territorial institution, not a federal institution.

With regard to the Correctional Service of Canada and (a)(i) specifically, since January 1, 2000, the CSC has not conducted any review or assessment of physical conditions, practices, policies, or any other matter, pertaining to the Baffin Correctional Centre in Iqaluit, Nunavut. This is a territorial institution, not a federal institution.

With regard to (a)(ii), in April 2012, in accordance with the provisions of the exchange of service agreement, ESA, between CSC and the Territory of Nunavut, a review of the ESA was completed to enable CSC to measure the results achieved against objectives set forth in the ESA.

With regard to (b), this review focused on the continued relevance of the ESA, whether the agreement is effective in meeting its objectives within budget and without unwanted outcomes, whether it is cost effective, and whether it has been implemented as designed.

While this review did not focus solely on territorial corrections, it did conclude that the goals and objectives of the territory are consistent with CSC and that initiatives and practices in Nunavut have enhanced Inuit programs and services for federal offenders.

The details, including dates and file numbers of each discussion between CSC and the Government of Nunavut, are not readily available.

With regard to the RCMP, it has not conducted any review or assessment pertaining to the Baffin Correctional Centre or any other correctional services in Nunavut. This is a territorial institution, not a federal institution.
