Mr. Speaker, the RCMP is responsible for decisions relating to the Prime Minister's security. The deployment of RCMP assets is based on operational considerations, including the safety of officers and the safety of the Prime Minister.
I rely on the RCMP, and I trust its judgment.

Mr. Speaker, as Mr. Jacobson's good friend from Winnipeg Centre, the NDP member, indicated, he was unaware of any of these legal difficulties that Mr. Jacobson was having.
I was similarly unaware, and I do not involve myself in the day-to-day matters involving the arrest of individuals.
For that person to make that kind of accusation is simply scurrilous, and she knows better.

Mr. Speaker, the Canadian Nuclear Safety Commission, CNSC, is a regulatory organization that licenses the facilities and ensures their safety. The decision to build additional reactors was a decision made by the provincial government.
In the event of an incident at the Darlington nuclear power generation station, the following federal plans would be used: the Federal Nuclear Emergency Plan, FNEP; and the Federal Emergency Response Plan.
Public Safety would coordinate the federal response in cooperation with other federal departments and agencies; however the majority of responsibilities lay directly with the Government of Ontario.
The federal government, in accordance with the FNEP would provide support to radiological assurance monitoring for first responders and the at-risk population. Similarly, Environment Canada, Natural Resources Canada and Health Canada would support the province in determining water, soil and air contamination levels within the 100-kilometre area surrounding Darlington while the Canadian Food Inspection Agency would support the confirmation of uncontaminated food sources and distribution channels. The CNSC would be overseeing the emergency response activities within the Darlington facility while also supporting the federal response. Public Safety would also lead and coordinate federal support for the provincial effort.
Long-term disability and workers’ compensation are the responsibility of the employer and the Government of Ontario; however, unemployment compensation and benefits are the responsibility of Service Canada.

Mr. Speaker, is it not strange that every time the NDP members get up to speak about crime, their sympathy is with the prisoners? Never once do they stand up and talk about the victims of these prisoners. We believe that the gangsters who are victimizing ordinary Canadians should in fact be in prison.

Mr. Speaker, in one year the NDP's estimate of the capital costs of prisons has come down from $17 billion to $3 billion now, which is about $2.5 billion too high.
However, it is no surprise that there are in fact more gangsters in prison. Our government has created a number of initiatives to ensure that gangsters who commit violent crimes against innocent people should be, and are, in prison. Unlike the NDP's catch and release prisons, we believe that dangerous gangsters should be in prison.

Mr. Speaker, I expect that this provincial coroner's inquest will examine the facts concerning this tragic incident. We have indicated very clearly our condolences and respect to the family. What this does is demonstrate the need for mental health care to be addressed by provinces rather than having these individuals landing in our prison system. We are continuing to work with the provinces to ensure that we find ways to divert from prisons those who need medical and mental health attention.

Mr. Speaker, in fact Bill C-31 is just coming into force. We have not yet taken any of those measures that the act provides for.
That member opposed Bill C-31. In fact, his website says that he opposes Bill C-31 and now he is calling upon the government to implement Bill C-31. That is the kind of hypocrisy that he should be going home and telling his constituents about, that on the one hand he supports Bill C-31 but on the other hand he does not.
