Mr. Speaker, those are amazing comments coming from a member who sat in a caucus that shut down the depot in Regina and stopped the training of RCMP officers.

Mr. Speaker, our Conservative government is committed to giving the RCMP the tools it needs to keep Canadians safe and to ensure there is appropriate oversight and accountability mechanisms in place. We agree that changes are necessary to deal with what Commissioner Paulson called “dark hearted behaviour” displayed by a small minority of RCMP officers.
We will be bringing forward legislation in respect to discipline in the RCMP and I hope the member will support these important initiatives.

Mr. Speaker, I think I have indicated in this House a number of times that I am extremely concerned about the troubling reports of sexual harassment in the RCMP.
There are a number of measures that the RCMP are taking, the commissioner specifically. I am very supportive of the initiatives that the new commissioner is taking.
In addition, we will be looking at the legislation that deals with issues of discipline. This is an issue that needs to be addressed through legislation. I hope, for once, I can count on that member's support when it comes to that type of legislation.

Mr. Speaker, I would like to quote from the report of the Commissioner for Public Complaints. He is clear. He states, “The RCMP planning process was robust and thorough”.
However, I have not heard that member try to defend the scurrilous comments that his party has been making against police officers, such as, ”Canada is becoming a police state where the toe of an officer's boot or punch in the gut is the rule of law”.
That is what the NDP views our police forces as.

Mr. Speaker, the Commission for Public Complaints Against the RCMP found that the RCMP acted appropriately and reasonably.
The NDP has made wild allegations about the actions of our national police force, such as, “Canada is becoming a police state, where the toe of an officer's boot or punch in the gut is the rule of law”.
I cannot comment on the actions by provincial or municipal authorities, but I find that kind of comment by the NDP about our police forces to be despicable.
Citizenship and Immigration May 16th, 2012
Mr. Speaker, I would like to thank the member for his hard work on this important file.
I am advised by the RCMP that two new arrests have been made in this case and that they have been charged with illegally organizing entry into Canada.
We are a welcoming country to newcomers, but we will not tolerate abuse of our generous immigration system for financial gain through the despicable crime of human struggling.
I would encourage the NDP to stop the needless delays of the protecting Canada's immigration system act so that we can finally give authorities the necessary tools they need to crack down on both this type of activity and future—

Mr. Speaker, I would suggest to the member that he not let the CBC do his research for him.
The CBC reported half of the story, half of the memo. Yes, the official, as he should have done, indicated what possible concerns there were. He also indicated, and I note, “...I want to stress that Public Safety Canada's perspective is not in opposition to the 700 MHz auction”.
Perhaps he should read the entire letter, as opposed to simply relying on a CBC report.

Mr. Speaker, as the Minister of Industry has indicated, our government has taken strong steps to benefit consumers and open up the market to competition, but I must stress that all carriers will continue to be subject to Canadians laws.
We will continue to ensure that Canadians can rely on telecommunications infrastructure that is safe and secure. That is essentially what the official from public safety indicated: that he was not in opposition to the auction that is occurring.
