Agriculture committee  If I could go to a broader topic, I'd like to talk about the importance of supply management to Canadians. It gives farmers the stability they need. It ensures that they get a fair price, and it adds stability to production control, pricing mechanisms and import controls.

The committee heard substantial evidence that Canada's supply management system is a model of stability. It provides a fair price for farmers, stability for processors and high-quality products for consumers, Canadians, and has done so for over 50 years.

As far as I know, I think there are three major sectors of supply management in Canada: eggs, milk, and chicken/turkey, referred to as “poultry”.

Agriculture committee  First, I have to say that we're pleased to see support for Bill C‑282, which deals with supply management. This is certainly something that lets us adjust prices very quickly. What we're saying today is we want a fair price. That allows for predictability, research and innovation, while also meeting Canadians' expectations.

Supply management provides that certainty, so that farmers can make those investments with the firm knowledge that they will be able to recoup their investment and sell their goods for a fair price.

Agriculture committee  We know that there's a price differential for eggs between the two countries: the price is lower here in Canada than in the United States. I think that shows that our supply management is an extremely useful tool. One of the first things to do is to make sure that we have farm businesses in every rural region in Canada. Producers are underpinning this social project in order to ensure a fair price and meet the expectations of our citizens.

Unlike in the United States and Europe, no government intervention is needed. I am proud to represent the riding with the largest concentration of supply-managed farms in Atlantic Canada.

Canada-United Kingdom Trade Continuity Agreement Implementation Act  If the pandemic has taught us anything, it is that when it comes to the things that really matter and that we cannot do without, we should not be depending on international supply chains. Supply management in Canada is a great tool to ensure that our local producers are paid fairly for the work they do, can stay in business and that Canadian consumers can get the products they need to eat at a fair price reliably.

Agriculture committee  Let me also be clear, though, that over the years independents have also encountered a lack of fair dealing on the part of some suppliers. Refusals to provide fair supply or fair pricing were encountered pre-COVID, during COVID and will continue post-COVID unless we begin, together, to find reasonable responses that can provide a course correction for our agri-food industry.
