Agriculture committee  Thank you, Mr. Chair. That's an interesting discussion on the Wheat Board. I'll not get into it other than to say what the Wheat Board is now. It's just another grain company—it's as simple as that—that at some point in time, as most of the other corporate sectors do, will try to take advantage of grain farmers and not work in their interests as the old Canadian Wheat Board used to do.

Canadian Wheat Board  Even though the new board is a government creation, its annual report tells us virtually nothing. At the time I asked my question, I said: the Canadian Wheat Board has never been as closed, secretive, and non-transparent as it is today. The Canadian Wheat Board now is the Canadian Wheat Board in name only. It used to be a board where the farmers elected a board of directors that represented their industry, with an annual report full of information.

Economic Action Plan 2015 Act, No. 1  As has been noted, this is the 100th time that time allocation has been brought in on legislation which we are seeing today, the budget implementation bill. We can also talk about the Canada Wheat Board, the pooled pensions, copyright legislation, back-to-work legislation with Canada Post and Air Canada, the first nations, the free trade agreements, and the list goes on. The only way in which the government has been able to deal with the legislative agenda as opposed to working with the opposition is to ram it through the House of Commons in an undemocratic fashion.

Members not seeking re-election to the 42nd Parliament  It was a privilege to be here during such emotional votes as the one on Canada's access to medicines regime, advanced so capably by the Grandmothers for Africa, or during the battle for the Canadian Wheat Board and supply management. I have learned and grown with each posting, but never have I been more able to empathize with anyone as I have Canada's veterans. The absolute misery I have seen, particularly of those suffering from PTSD, and their caregivers, is beyond comprehension but cannot be beyond our willingness or ability to help relieve.

Rail service  It was supposed to rectify the imbalance in market power between the farmers and railroads. The Conservatives took the Wheat Board out and had an opportunity to put something else in its place, and they did not. Bill C-52, an act to amend the Canada Transportation Act, was a great opportunity. We could have had a real rail act then.

Agriculture committee  The number is not available, which I'm surprised the guys opposite are not excited about because they asked everything about the old Wheat Board when it was there and it was always in the audited report. For the old Wheat Board the numbers were always there. In any event, we are where we are. One of the concerns I hear about a lot is research positions not being filled.

Common Sense Firearms Licensing Act  Speaker, what a line we are getting from the member who is probably as much responsible as the Minister of Agriculture and Agri-Food for destroying the Canadian Wheat Board as a marketing institution in this country. As we know, that has cost farmers a great deal of money. Now we cannot even get any information on that Wheat Board. Be that as it may, the member can try and exaggerate all the stories he would like.

Canadian Wheat Board  The government never gave them that opportunity. The Conservatives just destroyed the old Canadian Wheat Board with the stroke of a pen, by legislation. The member talks about a marketing opportunity. It is only a selling opportunity, and the new system is allowing the grain companies to gouge farmers very considerably.

Economic Action Plan 2014 Act, No. 2  They created the deficit, they caused more problems for the pork industry, and they killed the Wheat Board, even though a majority of the farmers said that they wanted to keep—

Anti-terrorism Act, 2015  However, we are talking about national security. We are talking about doing things right. The member and I fought over the Wheat Board. That is fine. We will put that behind us for the moment. However, I would ask the member to talk to his current House leader. When I was chair of the fisheries committee and the parliamentary secretary, the current House leader and I actually worked together.

Victims Bill of Rights Act  He has, through the government House leader, brought in well over 80 times time allocation on a wide variety of different pieces of legislation, everything from budgets to pensions to the Canadian Wheat Board, and today it is Bill C-32. Since achieving his majority government, the Prime Minister has brought in closure, and that is what time allocation is, more than any other government in the history of our relatively young nation.

Rail service  They have regulations in the United States that have to be followed. We do not have those here. It all boils down to when we lost the Wheat Board, and there was an opportunity at that time for the government to come in with another system that would make everyone accountable and have everything move well. It can happen, but we have to have the cars, and we have to have everyone dealing with it.
