Foreign Affairs committee  There are two parts to this. One is political and one is the actual doing. On the political side, I'll just say that land title is an issue, because major landowners within Haiti own the vast majority of the land. One of the things has been to try to figure out whether the individuals who are displaced actually have the paperwork to demonstrate that they own the land, because in many cases they want to go back to that particular plot of land.

Foreign Affairs committee  What we can say is that we're very conscious of the fact that Haiti is disaster prone. We've been dealing with it over and over again. In terms of this coming hurricane season, the UN, for instance, has already--for a few months now--initiated its preparedness activities. It's been doing its contingency planning.

A number of organizations sometimes express frustration about the speed of reconstruction, but I think Canada was clear from the very beginning that this was going to be a marathon, not a sprint. Given the extent of the devastation, the Prime Minister talked about 10 years.

Those have been a work in progress for over 15 years. I'm sure that Mr. Goldring will recall that we didn't have them once upon a time.

Foreign Affairs committee  In addition, the Department of Foreign Affairs is collaborating on a project with the United Nations Development Fund for Women, in partnership with the Haitian national police, so that the latter can ensure monitoring in internally displaced persons camps. The cost of this project was about $1 million.

I should say in terms of a point of process that if requests are made, if they do signal that there might be a change afoot, and if the bureaucracy would like to flag for the minister's office that they might in fact lead to a change, there is a process for handling that.

Status of Women committee  I haven't seen any specific policy. Again, as Jamieson noted, we deal with these on a case-by-case basis. For instance, in the context of a speech that we're writing for the UN Security Council, we have particular phrases that are in there. If there's a question that comes from the minister's office, which has happened in the past, there is then a process of going back and forth, wherein the officials explain why we have decided to use that particular terminology, what the context is, and what the implications are of using that terminology.
