Public Accounts committee  I have a similar response, but I'd add a couple of points. First, similar to what you've heard, we are driven by our core mandate. In terms of where real property monies go, in terms of life-cycle management, in terms of safety and security for staff, etc., we're talking about people who work in our science labs and people who work in hatcheries.

It really is operational, starting with safety and security, health and safety, and then operational considerations for what we need it for and the life-cycle management of the active facilities we have. With respect to heritage issues, when it is a heritage building, as we've said before, we will be guided by our guidance in terms of what we can do and what we must do with respect to those heritage buildings as well.

Public Accounts committee  So does ours. Our committee reviews every audit the Auditor General does. We go through our management action plan. We talk about what we're doing and then we give updates at the next departmental audit committee going forward. For us actually, as I said earlier—and you may not have been here—the challenge is that when the system comes up and says there are 124 designated lighthouses and in fact there are 30 but for 94 there have been petitions for designation, the audit committee doesn't know that is not accurate.

Public Accounts committee  I would agree. I don't know when we last looked at the definition of heritage. I think the point that you have made is that the number of heritage sites, buildings, assets, etc., is unlikely to go down over time. It just keeps getting added to. There are no additional funds to departments that are managing heritage sites.

Public Accounts committee  Like National Defence, we were not in the audit in 2003—or in 2007, in our case. There really are three things. We're identified in this audit in one, which is the tracking, and I spoke to what we're doing with respect to tracking. We have basically addressed that issue. Then there are the condition reports, and we've said we'll have those done by 2021.

Public Accounts committee  For Fisheries and Oceans, the issue of basic tracking is an issue, and we get the concern of the committee. For us, there were really three things. We want to give the committee assurance. We know what heritage buildings we have and what heritage sites we have. The challenge with the database was three things for us.

At the moment we have 30 that have been transferred, designated, and 94 that are being petitioned, that we're talking to groups about. There is a process. We provide a grant to the group when they take it over. They take over the responsibilities.

Fisheries committee  I'll start. There are two significant items for indigenous reconciliation in these supplementary estimates. One is $33 million, which is related to negotiations with first nations on the east coast. That has been ongoing for a while. The $15 million is for the west coast negotiations.

Fisheries committee  I'm going to take a shot at it. We'll look to see if this is actually correct. If it's not, we'll get you the correct information. Some of the funding in the supps speaks to providing access to indigenous groups as part of treaty negotiations. Part of that is retiring access from commercial fishers, and providing the access to indigenous groups.

It is a small change in terms of a regulation that would make it much easier to move forward on some of the things that the recreational fishery wants to do and we want to do on monitoring, on being more modern and on being able to use the fisher app that they've developed.

Fisheries committee  There are new funds for aquatic invasive species that were received in last year's budget, and it's in this year's main estimates as new funds. It builds on the Asian carp program that we've had for the previous five years. It expands the Asian carp program to $4 million ongoing.
