Clause 296 through to clause 302 align with the changes to the CRCB, the Canada recovery caregiving benefit, to extend job-protective leave for the federally regulated private sector from 38 to 42 weeks if someone is unable to work due to caregiving responsibilities due to COVID-19, and also changes the repeal date to match the new date, prescribed by regulation, on which the Canada recovery caregiving benefit and the Canada recovery sickness benefit aren't available.

Finance committee  The purpose behind this one is to really just align the leave associated with the Canadian benefit for parents of young victims of crime. It's to ensure that job-protected leave is available for people availing themselves of that benefit.

In fact, that goes back to a 2017 report from the federal ombudsman for victims of crime that found that one of the most common reasons that applications for the benefit were denied was that the victim was over the age of 18. They decided to extend it for the purposes of applying to the benefit.

Finance committee  This relates to the federal income support for the parents of murdered and missing children program, which was replaced in 2018 by the Canadian benefit for parents of young victims of crime. These two clauses amend the sections of the Canada Labour Code to align the eligibility for the leave related to the death or disappearance of a child as the result of a probable Criminal Code offence with the improved eligibility criteria for the Canadian benefit for parents of young victims of crime.

Finance committee  Thank you. Clause 246 includes changes to part 1 of the Canada Labour Code. It would extend the equal remuneration protection to all federally regulated employees covered by a collective agreement in the air transportation sector who are working at airports. As well, it would also provide a regulation-making authority to extend this provision to other industries.

Finance committee  Thank you for the question. What's in the Canada Labour Code right now is to provide that equal remuneration protection only for pre-board security screeners. What this would do is extend it to all of those individuals who are working in the air transportation sector and working at airports who are covered by a collective agreement.

Human Resources committee  Maybe I'll start by referring to an expert panel. I think you've heard that an expert panel has been struck that is due to report at the end of June. One of the issues they are looking at is access and portability of benefits. Access to benefits has traditionally been based on full-time, long-term employment with one employer.

In terms of concern we may have around lack of protections for some of these workers, I think that's one of the issues some of the recent legislative amendments were attempting to tackle. It's saying that workers in more non-standard employment, temporary and part-time employees, for example, can face situations where they don't have the same wage rights, for the sake of argument.

Maybe what I would offer again is my understanding, which predates my involvement, that the 104 weeks was arrived at to match to a grant made available for these parents of children who are victims of crime. We would need to check in with our colleagues within ESDC to find out—and I would take Charles Philippe's word that it was in 2012—why 104 was arrived at.

Finance committee  Maybe what I'll just start with is to say that essentially this eligibility period is for the paid leave. The code has eligibility periods for paid leaves. In general, there isn't an eligibility period for the unpaid leave. In fact, what this bill proposes is to remove the eligibility period for a number of the leaves.

Finance committee  There's one thing that I would offer. Currently under the code there are 17 weeks of maternity leave. That has been interpreted as being available to women who experience a perinatal death, so I would just offer that this is available. Adding a new leave of 12 weeks that specifically refers to cases of perinatal death....
