Business of Supply  As my colleague from Avalon reminded me, the New Democrats voted against that. When we look at connecting for families, the government announced that initiative in 2017 as part of innovations and skills. That helped bridge the digital divide for Canadian families that might have struggled to afford access to home Internet.

Accessible Canada Act  Mr. Speaker, when the minister introduced the bill, not only at third reading but also at report stage and second reading, it became clear that we were debating historical legislation. This is legislation that is going to have a real impact in all regions of our country. The minister has been very inspiring within our caucus not only for me personally but for many of my colleagues.

The Conservatives have been on a crusade of personal attacks and fascinations.

The Budget  Manitoba limestone. Hon. Pierre Poilievre Limestone from Manitoba, someone very patriotically yells out from across the way. He should take great pride in that limestone. It is literally part of Canada. It is exhumed from the ground and builds up the democratic institutions we now enjoy in Canada's parliamentary system.

I will begin with the question of privilege raised by the hon. member for New Westminster—Burnaby on March 18 with respect to answers given by the Minister of Justice and the Parliamentary Secretary to the Minister of Justice during question period on February 7 and 8, 2019.

Privilege  Mr. Speaker, for the second matter, I would like to address the question of privilege raised by the hon. member for Perth—Wellington on March 22 with respect to an alleged violation of Section 49.8 of the Parliament of Canada Act. My hon. colleague, in his statement, argued that the collective privilege of the House had been breached since it includes the right to regulate its internal affairs.

Foreign Lobbyist Transparency Act  A cost-benefit analysis: The former Treasury Board minister knows this stuff like the back of his hand. When it comes to accountability and transparency and the whole nine yards, I can assure members that this is a government that takes it all very seriously. That is one of the reasons I believe we need to recognize right up front that when we deal with issues of this nature, what we really need to spend a great deal of time talking about is the issue of transparency.

Business of Supply  Madam Speaker, I know there was maybe a little disappointment on the other side when members heard that I was going to be splitting the speech. I suspect it is because they were hoping I was going to be delivering a 20-minute speech as opposed to just a 10-minute speech. I thank them for that vote of confidence.
