Human Resources committee On the question about the $13.3 million for providing supports and addressing labour market pressures, first these are to provide funding for the foreign credential recognition program, with an initial focus on supporting internationally educated health professionals. This is the funding for this year that was announced in budget 2022.

Transport committee I would just say that we recognize that the sectors themselves are well placed to speak to what some of the needs are. That's one of the reasons we're complementing some of the broader programs that we have with the sectoral workforce solutions program. This is something that is going to be funding sectoral projects, and it will really help employers and workers in particular sectors.

Transport committee One of the things you have touched upon there is the desire to get under-represented groups into the labour market, and here, specifically, we're thinking about into the transportation sector. Certainly, for us, indigenous people across the country would be one of those priority areas.

Transport committee Sure. I'm Andrew Brown with Employment and Social Development Canada. I would add that we have a number of different sorts of training programs and supports. First, it starts with working with provinces and territories through supports that we provide them in the form of, very broadly, supports to train and upskill workers.

Transport committee I will say that one of the things we work on in ESDC is programs such as the skills for success program, which funds projects to develop and deliver skills training and assessment resources to help Canadians—including permanent residents and refugees—to improve their foundational and transferrable skills.

Transport committee Right. These were significant investments to establish a new apprenticeship service. The government also prioritized funding for foundational skills programs. To conclude, I will simply say that we will continue working collaboratively with our federal partners and counterparts in provincial and territorial governments to help alleviate current and future labour market pressures.

Transport committee Thank you, Mr. Chair and committee members. My name is Andrew Brown, and I am the senior assistant deputy minister for the skills and development branch at Employment and Social Development Canada. I would like to note that I am joining you today from the traditional unceded territory of the Algonquin Anishinabe people.

Health committee Ms. Connell, I'll turn to you. Thanks.

Health committee Thanks again for the question. Again, this is one of the areas where it is really focusing on those different aspects of the program. It's looking at opportunities to streamline through consistent national requirements and exams, looking at streamlining the processes for recognition of foreign credentials and sharing best practices.

Andrew Brown
Health committee All right, Ms. Connell, are you able to help out in terms of the reference there to the pan-Canadian document?
June 20th, 2022Committee meeting
Andrew Brown
Health committee Thank you for your question. Of course, we have a federal immigration department. As a general rule, there is always room to improve the work of our departments. At ESDC, we work with Immigration, Refugees and Citizenship Canada. Administration of the temporary foreign worker program is an area of shared responsibility, one that involves Quebec's departments as well.

Andrew Brown
Health committee I don't know how much exactly is transferred to the Province of Quebec for that program. Ms. Connell may be able to provide more information on that.

Health committee Thank you for the question. I think there are perhaps a couple of different things that we can think about. I recognize that there is a lot of focus here on the foreign credential recognition program, and I think that is a piece of it. I think we also need to take a look at our own programs, and for provinces and territories to look at their own skills and employment and training to see what some of the opportunities are to address the shortages.
June 20th, 2022Committee meeting
Andrew Brown
Health committee Ms. Connell, are you able to jump in there?
June 20th, 2022Committee meeting
Andrew Brown
Health committee I think that would be a fair statement to make, with the rationale or reason behind that being the need for people who have trained abroad to have their credentials recognized or in fact to pursue some retraining here to then be recognized as a professional in Canada. It does add an additional barrier for someone who is trained abroad as to someone who is trained here in Canada.
