Government Business No. 25—Proceedings on Bill C-21  For as long as these guns have existed, they have been capable of inflicting tremendous damage when they fall into the wrong hands. For decades, chiefs of police, advocacy groups, grieving families and everyday Canadians have called for a ban on these types of firearms, guns that were designed to kill people, intended in their purpose to kill people in the fastest time, and have been used in Canada to kill innocent people.

On top of imposing these extra costs, which producers in competing countries do not face, their permitting system for natural resource development is broken. Canada is second last in OECD countries and 64th in the world for building permits.

The reality is that, right now, in my home province of Alberta, there are private surgeries taking place already, which is in contravention of the Canada Health Act, but the government allows it.

One thing that is so terrifying and that I have heard so many people say they are concerned about is the fact that many of these crimes were committed by people who were released on bail or out on parole.

What's in it for the everyday Londoner? What's in it for the everyday Canadian? You did touch on this when you talked about the pandemic and global health systems, and how ultimately a focus on the international does help to ensure the security of Canadians, but can you go into that a bit more, Deputy Minister?
