Canada Early Learning and Child Care Act  Madam Speaker, it is a real pleasure to stand in the House today to give my views on Bill C-35 on behalf of the wonderful constituents of Cowichan—Malahat—Langford. Of course, for their benefit, we are talking about the Canada early learning and child care act. This bill does a few things.

Canada Early Learning and Child Care Act  There is, absolutely, a lot more to be done. If anyone thinks we are going to suddenly dust our hands off after the passage of Bill C-35 and say that all is done, that is simply beyond any reasonable thought. I do not see Bill C-35 as being in opposition to that fact on the ground. In fact, the passage of this bill's enshrining in legislation the federal government's commitment to this funding formula is precisely the kind of action this Parliament and the leadership in this Parliament need to demonstrate in addressing the problem my colleague brought up.

Public Safety committee  Chair, and thank you to all of our witnesses for coming and helping us out on the study of Bill C-20. Mr. Scott, I'd like to start with you. We've just had a fair amount of conversation about the review of “specified activities”. I'm glad you highlighted that the Mass Casualties Commission's report noted that the failures of the RCMP were mostly systemic.

Public Safety committee  We have a report from Justice O'Connor, who recommended a commission be established. When it comes to Bill C‑20, there are requirements specifically under clause 31, which specifies that no reviews can happen with this new body under national security, and under clause 52, which says that no complaint can be handled if it comes under national security.

Criminal Code  It is responsible for reviewing the policies and legislation of multiple agencies, whether it is the Canadian Security Intelligence Service, the Officer of the Correctional Investigator or the RCMP. There are two other bills. Bill C-20 is going to provide an important oversight body for the RCMP and the CBSA. Bill C-26 is going to seek to upgrade our cybersecurity infrastructure. Both of those bills have been held up because of the shenanigans going on with Bill C-21.

Criminal Code  It is important to mention Bill C-7, because it is an important part of why we are here today. Bill C-7 was originally introduced in the 43rd Parliament. The government is, of course, required by law to issue a charter statement with its main pieces of legislation.

Criminal Code  As the member for New Westminster—Burnaby has stated in this House, their growth has gone exponential. Therefore, law enforcement people have very clearly asked for this amendment to Bill C-21 and I am glad to see that the committee responded in kind. I also want to salute our NDP efforts to save airsoft. It was my amendment that passed that deleted the offending section of Bill C-21 so that the airsoft community could continue to play its sport and would not be impacted by Bill C-21.

Agriculture committee  Yes, you can talk about the compensation, but on that third pillar of supply management—import controls—some things were given away there. Minister, Bill C-282 still has a little bit of a journey ahead of it. It does need to go through the Senate before it receives royal assent, and you have that legislative constraint in place. In the meantime, if the trade deal with the Indo-Pacific region, with India specifically, marches ahead at a pretty rapid pace, can we have your assurance that supply management is not going to be on the table and that you're not going to take advantage of the time between now and when Bill C-282 comes into force and effect?

Criminal Code  First of all, the firearms advisory committee is a body that already exists. It is separate and apart from Bill C-21. Furthermore, the hon. colleague knows that the power to reclassify firearms already exists under the Criminal Code. I am willing to bet that if I challenge that member to name one rifle or shotgun that is going to be prohibited by Bill C-21, she would be unable to do so.

Financial Protection for Fresh Fruit and Vegetable Farmers Act  Mr. Speaker, I am pleased to rise today to give a few of my thoughts on Bill C-280, which was introduced by the member for York—Simcoe. I would like to thank him for introducing this important bill. Of course, Bill C-280 is an important bill that is going to amend both the Bankruptcy and Insolvency Act, which we will hereafter call the BIA, and the Companies’ Creditors Arrangement Act, the CCAA.

Criminal Code  I for one am glad to see that the committee has sent it back to the House, because there are two other important bills waiting to be heard. These are Bill C-20, which deals with important RCMP oversight, and Bill C-26, which looks at cybersecurity; these are both very pressing issues. It is high time the public safety committee got to work in addressing those other key issues.

International Human Rights Act  Madam Speaker, New Democrats are happy to support Bill C-281 at report stage and third reading. We would like to thank the member for Northumberland—Peterborough South for bringing this bill forward. This bill makes four changes to different pieces of Canadian legislation to improve Canada's work on international human rights.

Peacetime Service and Sacrifice Memorial Day Act  moved for leave to introduce Bill C-333, An Act respecting a national day of remembrance to honour Canadian Armed Forces members who have lost their lives in peacetime in Canada.
