Wrecked, Abandoned or Hazardous Vessels Act  Madam Speaker, I am pleased to rise again. At a meeting of the Standing Committee on Transport, Infrastructure and Communities, my colleague asked that the bill compel the Minister of Transport to intervene and take all the responsibility for wrecks, rather than giving him the discretionary power to choose not to intervene.

Petitions  Mr. Speaker, I have the honour to present a petition signed by nearly 200 people from across Quebec and Ontario to protect wetlands. Given that wetlands have great ecological value and often serve as buffer zones in developed areas, the petitioners are calling on the Government of Canada to take a firm position to ensure compliance with the federal policy on wetland conservation, which aims to improve and preserve the environment so as to prevent increasing natural disasters, by designating the wetlands bordering Lake Saint-François as protected areas.

Sports  Mr. Speaker, this week we all heard the many traumatizing stories of sexual abuse from Canadian athletes. This is unacceptable, and the government must do something to protect our athletes. National sports bodies in Canada are responsible for policing themselves in matters of sexual abuse.

Supporting New Parents Act  Madame Speaker, we are dealing with a very important issue raised by the leader of the official opposition in his bill, the issue of parental benefits. However, the tool that he proposes is not at all adequate. The main problem is not the refund of costs through a tax credit, but the issue of access to those benefits.

The Environment  Mr. Speaker, the Liberals promised to be a leader on pollution and environmental protection. Clearly, they are not doing enough. People across Quebec and Canada demand that the government take action. My petition supporting the motion of my colleague from Courtenay—Alberni, which calls on the government to combat plastic pollution in our oceans, has been signed by 105,000 Canadians.

Federal Sustainable Development Act  Madam Speaker, I thank my colleague from Rosemont—La Petite-Patrie, who always conjures up images to illustrate the contradictions and absurdity of the Liberals' decisions on climate change. The Minister of Environment rose today to say that Bill C-57 would establish measurable plans, improved accountability, ambitious targets, and annual progress reports.

Indigenous Affairs  Madam Speaker, indigenous children in Canada are living in third-world conditions. There are indigenous communities where children get sick because they do not have access to clean drinking water, but helping those children is not really on the government's list of priorities. It is in the national interest to use Canadians' money to buy a leaky old pipe for $4.5 billion.

Relay For Life  Madam Speaker, communities in Salaberry—Suroît have already begun holding their Relay for Life in support of the Canadian Cancer Society. For 12 hours, people walk, either individually or taking turns in groups, to raise money to fight all types of cancer. The route is dotted with luminaries and activities symbolizing hope and honouring those we have lost.

Federal Sustainable Development Act  Madam Speaker, I found the environment and climate change minister's speech to be rather incongruous, particularly when she talked about how the government is going to improve accountability and results. As my colleague from Rosemont—La Petite-Patrie just said, the commissioner of the environment indicated in several reports that Environment and Climate Change Canada does not even have a plan to monitor the achievement of targets.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, I would like to ask my colleague the following question. We have before us an omnibus bill. During the election campaign, the Liberals solemnly promised to never again introduce an omnibus bill because they did not want to follow in the Conservatives' footsteps. Now we are dealing with a 556-page bill that amends 44 laws to implement the budget, which was supposedly the most gender-balanced budget, but fails to put in place pay equity legislation, among other things.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, my colleague's speech was admirable. I am appalled by the government's response to limit today's debate. We have just five hours to analyze a bill with a massive scope. The bill is 550 pages long and amends 44 acts, including Bill C-47, which would impose a tax on people who use prescription medical marijuana.

Youth  Mr. Speaker, several groups of young people, including the Canadian Federation of Students, are calling for an end to interest on student loans. The government is unwilling to tackle tax havens and does not mind signing blank cheques to Kinder Morgan, but in 2016-17, it made $662 million off of students.
