Business of Supply  Madam Speaker, I am glad to see that, like us, our colleagues across the floor are concerned about housing affordability, but concern is not enough. Since 2015, our government has been turning our concerns into actions, producing real results for real people in this country. When we entered office, our government saw the crisis in housing affordability looming and we knew that bold action was needed.

Business of Supply  Madam Speaker, I certainly appreciated the speech of my hon. colleague. I am just not sure what side of the fence he is on because, on one hand, he wants the federal government to take more action and, on the other hand, he, I believe, as a Conservative, would agree that it is market forces that determine a lot of housing affordability and it is individuals, Canadians and companies and so on, that build housing.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I really appreciated my colleague's speech. As I said yesterday, I strongly believe in respect for jurisdictions. What falls to the federal government is up to the federal government, and what falls to the provinces is up to the provinces. The question I have for my colleague is about two measures in Bill C‑47 that are very important to my constituents.

Ian Watson  Mr. Speaker, I would like to pay a final tribute to the hon. Ian Watson, who left us on April 2 at the age of 88. Mr. Watson sat in the House of Commons from 1963 to 1984 in the governments of Lester B. Pearson, Pierre Elliott Trudeau, Joe Clark and John Turner. He was elected seven times, first in the riding of Châteauguay—Huntington—Laprairie, then Laprairie and, finally, Châteauguay.

Budget Implementation Act, 2023, No. 1  Madam Speaker, it is interesting that the question has to do with pension and pension regulation. I did dabble in this in my previous life. I agree that there are many pension agreements. As the hon. member no doubt knows, these pension agreements were made over time and they reflected the mores and norms at the time they were developed.

Canadians really appreciate the additional resources.

Budget Implementation Act, 2023, No. 1  Madam Speaker, with more than $46 billion in health transfers, the provinces will be getting new money. I truly believe in the separate jurisdictions of the various levels of government. The province will be taking steps. The expansion of Anna-Laberge hospital is an example of how the Quebec health ministry takes the concerns of Quebeckers into account.

I am very happy to rise today to talk about Bill C-47, an act to implement certain provisions of the budget tabled in Parliament on March 28, 2023, and other measures. With our made-in Canada plan, the 2023 budget will put money in the pockets of Canadians, helping them meet the challenges of today and tomorrow while building a safer, more sustainable and affordable Canada for Canadians across the country.

Health  This is National Organ and Tissue Donation Awareness Week, which seeks to raise awareness of the critical need for more donors across the country. Every year, hundreds of Canadians die while waiting for an organ transplant. Statistics from the Canadian Institute of Health Information show that the deceased donor rates increased by 42% between 2009 and 2018.

Employment  Mr. Speaker, the national shipbuilding strategy is a program that allows us to create and maintain good jobs across the country. Until now, the strategy relied on the Seaspan and Irving shipyards, but we have just learned that Canada now has a third official shipyard, the Davie shipyard in Lévis.

Could he talk a little about the influence that this person will have? How can this person help youth with their careers or their artistic aspirations?

Petitions  Madam Speaker, I am honoured to present a petition signed by citizens of Chateauguay—Lacolle that has collected over 180 signatures and focuses on Canadian-based companies that contribute to human rights abuses and environmental damage around the world. Unfortunately, people who protest these abuses and stand up for their rights are often harassed, attacked or killed.
