Budget Implementation Act, 2023, No. 1  Madam Speaker, I would say to my colleague that seniors talk to me about housing, but they mostly talk to me about having the opportunity to work without being taxed, without changing four quarters for a dollar. The budget could have included measures to make seniors' work more valuable, to prevent them from losing their guaranteed income supplement or prevent them from paying too much in tax.

Budget Implementation Act, 2023, No. 1  Madam Speaker, it is true. When I talk, I can hear an echo. It is quite odd, but I will try to continue my speech anyway. I was saying that it is shameful that there is nothing in the bill to financially support seniors, to increase, maintain or develop their purchasing power.

Budget Implementation Act, 2023, No. 1  Madam Speaker, at my advanced age, it is more difficult to concentrate when there is background noise that seems to be coming from the great beyond. What I was saying is that, basically, what is missing from this budget is real support for seniors. As my Bloc Québécois colleagues have said many times, there are two classes of seniors.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I am pleased to rise and speak this evening—although I must say the hour is late, almost 9 p.m.—to join the debate on Bill C‑47. Before I start, I would like to take a few minutes to voice my heartfelt support for residents of the north shore and Abitibi who have been fighting severe forest fires for several days now.

Democratic Institutions  Mr. Speaker, am I to understand that the Liberals can organize a public inquiry into events that happened in Syria and that involved the secret services of three countries, but they cannot organize one into Chinese interference in Canada? Something is missing, and that something is political will.

Criminal Code  Madam Speaker, I am feeling emotional as I rise today to thank and congratulate my colleague, the Bloc Québécois public safety critic. As she said herself, it was her first time taking part in the clause-by-clause consideration of such an important bill. One day, when she is a grandmother, she will look back and see that she built a better bill because she was able to make suggestions throughout the process, instead of simply criticizing and being partisan.

Immigration, Refugees and Citizenship  Mr. Speaker, the Century Initiative is strictly about economics. On February 1, its co-founder, Dominic Barton, a former director of McKinsey, was asked if he had considered the future of French. He replied, and I quote, “the focus...was just on economics. It wasn't thinking about the social context.

Immigration, Refugees and Citizenship  Mr. Speaker, let us talk about the Century Initiative, the goal of which is to triple the population to 100 million by 2100 through immigration. Even the initiative's creators admit that the initiative does not take into account the future of French or the political weight of Quebec or the first nations.

Michel Rochefort  Mr. Speaker, today, I have the pleasure of paying tribute to Michel Rochefort, an extraordinary man from Salaberry—Suroît. He is so extraordinary that his town recently decided to name an arena in his honour. Well known as a physical education teacher, Mr. Rochefort has dedicated his life to athletic development.

Excise Tax Act  Mr. Speaker, I am very pleased to rise in the House this evening to speak to Bill C-323, which was introduced by the member for Cumberland—Colchester. I know that my Conservative colleague is a physician and, quite honestly, he is to be commended for introducing this bill. Sometimes we wonder whether we can really make a difference in people's lives as members of Parliament.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I thank my colleague for her question. However, I really wish she had asked me the same question that she asked the member for Châteauguay—Lacolle about the $200 million for mental health care. She can come back to that later. I would have liked to answer her that I really wonder what that $200 million will do for people who are suicidal or in distress.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I thank my colleague very much. As everyone knows, I am a social worker, a member of my professional association and a manager of a Quebec CISSS. I use the term “CISSS” because I know Quebeckers will understand what I mean. One thing I can say for certain about mental health is that no professional who delivers mental health services directly to residents in my riding, or in the riding of the member for Sherbrooke, receives any federal funds.
