Controlled Drugs and Substances Act  Mr. Speaker, I want to thank my colleague. I know that, predominantly, the focus of her speech was around the consumption sites and a new one going into her community. I guess not everybody will use a consumption site and they do not inject. They snort. They have pills. What is the strategy under that umbrella and where is the treatment piece, in terms of her government's plan?

Controlled Drugs and Substances Act  Mr. Speaker, I appreciate the question. I cannot answer or speak for another member of Parliament. I will say, however, that the gathering of data nationally on the opioid issue is extraordinarily important because we do not know how many people are taking pills or injecting, what that data looks like, and how much fentanyl, carfentanil, or W series drugs there is.

Controlled Drugs and Substances Act  Mr. Speaker, most certainly, I support many of the members of Parliament who have come out and said that this is a national public health emergency. It needs to be elevated to really give communities the assistance they require, our first responders, as well as the awareness and the education so that people have the correct information.

Controlled Drugs and Substances Act  Mr. Speaker, I am pleased to speak to Bill C-37, an act to amend the Controlled Drugs and Substances Act and to make related amendments to other acts. In essence, this is the government's response to the fentanyl and opioid health crisis facing this country. I want to be clear that this health crisis is not just a B.C. issue.

Controlled Drugs and Substances Act  Madam Speaker, I am looking at some of the embedded criteria regarding injection sites. I was not here at the time, but as I go through this, I see they include support from local government with respect to health and safety, a letter from the head of the police, a letter from health professionals in relation to public health, information on the vicinity of the site, information on the inappropriate discarding of drug-related paraphernalia, a number of issues on data gathering, drug treatment, and trends.

Controlled Drugs and Substances Act  Madam Speaker, I thank my colleague for looking at this issue and understanding the complexities of it. I have some questions. If we go back to 1996, the treatment for opioid dependency was the methadone program. As the years have gone by, and you have not mentioned that program—

Controlled Drugs and Substances Act  Madam Speaker, today we see the abuse that program has undergone. We can look at the sale of prescriptions for methadone. We can look at the people using methadone, along with other drugs. I am just wondering if the minister can speak to the review of that program and the costs it has borne over the years to end up with the results we see today.

Business of Supply  Mr. Speaker, I want to thank the member for his overview of trade relations, tourism, red tape, and all of the things that go on with the mining company. However, this motion is about the comments the Prime Minister made on behalf of Canadians on the death of Fidel Castro. Does the member feel that the Prime Minister's official comments accurately reflect the sentiments of the Canadian people?

Business of Supply  Mr. Speaker, it is interesting to note that when the Prime Minister spoke to the students at the University of Havana, the word “democracy” never left his mouth. I find it ironic when we look at his statement. Obviously some members in the House support the statement, which never mentioned the Cuban people.

Canada Pension Plan  Madam Speaker, in my riding, the Liberals are totally out of touch. Seniors in my riding were upset about the clawback and cutting the tax-free savings account in half. Could the hon. member speak to that issue when it comes to supporting seniors? Certainly they were really affected by that in my riding.

Ryan Hammerer  Mr. Speaker, I rise in the House today to honour and pay tribute to the life and service of Surrey firefighter Ryan Hammerer. On November 21, Ryan was on his way to work when he was in a motor vehicle accident that tragically took his life. He was just 44 years old. Since 2001, Ryan has been a dedicated and invaluable member of the Surrey Fire Service, serving our community for the last 15 years.
