National Security and Intelligence Committee of Parliamentarians Act  Mr. Speaker, I am pleased to rise in the House today to speak to Bill C-22, the national security and intelligence committee of parliamentarians act. Today, I would like to focus my remarks on four main areas of concern I have with the legislation as currently drafted. However, before I begin, I would like to take a few moments to recognize the important work done by the men and women who serve our country's national security agencies.

Bruce—Grey—Owen Sound  Mr. Speaker, I would like to take a few moments to highlight some very important milestones and events in Bruce—Grey—Owen Sound. Over the summer, there were a number of local events that were once again a huge success. This year, the Sydenham Sportsmen Association hosted the 29th annual Owen Sound Salmon Spectacular.

Petitions  Mr. Speaker, it is a pleasure today to present my very first e-petition. Pursuant to Standing Order 36, the attached electronic petition is certified. It is numbered e-289 and has been signed by 5,116 Canadians. I duly present it in the House right now.

Questions Passed as Orders for Returns  With regard to overtime pay for departmental communications staff since November 4, 2015: what is the total cost of this overtime, broken down by (i) department, (ii) individual communication staff title?

Questions Passed as Orders for Returns  With regard to government credit cards that have been assigned to exempt staff, Parliamentary Secretaries, and Ministers since November 4, 2015: (a) what is the total amount charged to these cards; and (b) for each assigned credit card, what is the (i) department, (ii) title of the individual card holder, (iii) date the card was assigned, (iv) current outstanding balance?

Questions Passed as Orders for Returns  With regard to relocation costs for exempt staff moving to Ottawa since October 19, 2015: (a) what is the total cost paid by the government for relocation services and hotel stays related to moving these staff to Ottawa; and (b) for each individual reimbursement, what is the (i) total payout, (ii) cost for moving services, (iii) cost for hotel stays?

Petitions  Mr. Speaker, it is a pleasure to stand in the House today to present a petition from a number of my constituents and others across Canada. They are petitioning the Government of Canada to establish conscience protection for physicians and health care institutions. They are calling upon the Parliament of Canada to enshrine in the Criminal Code protection of conscience for physicians and health care institutions from coercion or intimidation to provide or refer for assisted suicide or euthanasia.

Petitions  Mr. Speaker, I have a petition to present to the House today to establish conscience protection for physicians and health care institutions. The petitioners call upon the Parliament of Canada to enshrine in the Criminal Code the protection of conscience for physicians and health care institutions from coercion or intimidation to provide or refer for physician-assisted suicide or euthanasia.

Fisheries and Oceans  Mr. Speaker, the Great Lakes Fishery Commission was established in 1955 by Canada and the U.S. It was established on a fixed cost-sharing basis. The United States has consistently increased annual funding to the commission. In budget 2016, the Liberals failed to support the important work of the commission, which includes protecting our Great Lakes from invasive species such as Asian carp and sea lamprey.

Fisheries and Oceans  Mr. Speaker, I wait in anticipation, but the truth is that more than ever we need the Great Lakes Fishery Commission to have the tools it needs to protect our Great Lakes fisheries. Just recently, a commercial fisherman in Quebec reeled in a 29 kilogram Asian carp from the St.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, the first program the member mentioned was welfare. Welfare is there, like a lot of government programs are, for those who have found themselves in tough circumstances in life. I fully support that. Employment insurance is there for people who lose their jobs. It is not there for somebody to use as part of a plan.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, he left that pretty wide open. The bottom line is that I do not know where the hon. member gets his numbers from. This is a budget that absolutely does not help the middle class, and I am going to concentrate on that because that seems to be the big item the Liberals want to talk about, the middle class.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, it is a pleasure today to stand in the House and speak to Bill C-15. The bill would implement a number of the measures that the government had previously announced in the budget that was tabled here in Parliament on March 22. Today I would like to outline the various reasons why I am opposed to this legislation and also to the fiscal plan of the government more generally.

Criminal Code  Madam Speaker, my colleague and friend raises a very good point. Another safeguard in the bill, which I spoke to in my speech, is to make sure that when people make the decision, if it comes to that in their life where they want to have assisted suicide, their decision is made in a strong state of mind.
