To some extent, we all want to be able to rely on science and research to make changes. Clearly, Bill C‑75 is not perfect. We would like to comment on that.

During my studies, we would discuss being for or against parole, loosening or tightening restrictions and so on. As we progressed through the program, the better we understood the issues, the more we read and the more we relied on science and credible studies.

Canada Early Learning and Child Care Act  Mr. Speaker, I have a question for my colleague, and I thank him for his speech. We are talking about a provincial jurisdiction. Once again, it is exclusively provincial. Quebec will be fully compensated, the equivalent of $6 billion over a five-year period. We are talking about $30 billion in programs over the next five years.

Canada Early Learning and Child Care Act  Mr. Speaker, I want to thank my colleague for his speech. Unfortunately, I have to remind him again that anything to do with family policy and education falls solely within provincial jurisdiction. This bill is full of good intentions, but the Liberal government should stick to issues under its jurisdiction.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, this afternoon, during oral question period, we heard the member for Gaspésie—Les Îles-de-la-Madeleine make preposterous comments that cast aspersions on the Auditor General. The Auditor General's report was tabled today and, in it, we learned that the government overspent approximately $23 billion, if I am not mistaken.

We in the Bloc have focused on the three main elements we wanted to see in this bill, specifically, employment insurance, pensions for people aged 65 to 75, and health transfers. For years now, this has been part of the Bloc Québécois DNA and what we have been calling for.

The member for Gaspésie—Les Îles-de-la-Madeleine made some unacceptable remarks that left no doubt she does not have confidence in the Auditor General and does not find her credible. She gave two absurd examples, described the situation as being worse than the Second World War, and more.

75th Anniversary of the Sainte‑Thérèse Legion  Mr. Speaker, today, I am very pleased to mark the 75th anniversary of the Sainte‑Thérèse Royal Canadian Legion. The Sainte‑Thérèse Legion was founded in 1947 and was the 208th legion in Quebec. We are talking about 75 years of support for veterans and their families, 75 years of community service, 75 years of memories, and 75 years of learning how to care for the living without forgetting the dead.

Digital Charter Implementation Act, 2022  Mr. Speaker, our colleague is always full of surprises. Basically, I think this bill is relevant. Overall, it is relevant. In this day and age and in light of the current context, this bill is pretty much a necessity. I am concerned about how the bill will be dealt with in committee.

In some situations, implied consent from the subject may be a look that says that they consent. It may also involve asking the subject if they agree to be photographed.

Digital Charter Implementation Act, 2022  Mr. Speaker, that is a very important question. The Quebec legislation does not go quite that far, but the issue remains. The jurisprudence dates back to 1987, after all. When my colleague refers to photos taken in public, the definition of the words “public” and “private” is not clear.

Today, I am pleased to speak to a bill that is as necessary as it is complex. As written, the bill has some grey areas, some things the Bloc Québécois has reservations about, but we do think it has a lot of potential.

Digital Charter Implementation Act, 2022  Madam Speaker, I was fascinated by the part of the bill dealing with artificial intelligence. Personally, I thought that it proposed a general framework and the beginnings of a legal structure that were very interesting. The objective is to regulate pan-Canadian, interprovincial and other trade, as well as to prohibit certain practices.
