75th Anniversary of the Sainte‑Thérèse Legion  Mr. Speaker, today, I am very pleased to mark the 75th anniversary of the Sainte‑Thérèse Royal Canadian Legion. The Sainte‑Thérèse Legion was founded in 1947 and was the 208th legion in Quebec. We are talking about 75 years of support for veterans and their families, 75 years of community service, 75 years of memories, and 75 years of learning how to care for the living without forgetting the dead.

In this day and age and in light of the current context, this bill is pretty much a necessity. I am concerned about how the bill will be dealt with in committee.

In some situations, implied consent from the subject may be a look that says that they consent. It may also involve asking the subject if they agree to be photographed.

Digital Charter Implementation Act, 2022  Mr. Speaker, that is a very important question. The Quebec legislation does not go quite that far, but the issue remains. The jurisprudence dates back to 1987, after all. When my colleague refers to photos taken in public, the definition of the words “public” and “private” is not clear.

Today, I am pleased to speak to a bill that is as necessary as it is complex. As written, the bill has some grey areas, some things the Bloc Québécois has reservations about, but we do think it has a lot of potential.

Digital Charter Implementation Act, 2022  Madam Speaker, I was fascinated by the part of the bill dealing with artificial intelligence. Personally, I thought that it proposed a general framework and the beginnings of a legal structure that were very interesting. The objective is to regulate pan-Canadian, interprovincial and other trade, as well as to prohibit certain practices.

Public Complaints and Review Commission Act  Madam Speaker, when we talk about borders, a whole range of topics or themes comes to mind. That has often been problematic. There is the issue of vaccination, the whole COVID period, what the Americans wanted and what we did not want, Roxham Road, third countries, wait times, trust between the two governments and so on.

Public Complaints and Review Commission Act  Madam Speaker, I thank my colleague for his speech. It was clear and precise. My colleague alluded to the fact that we have been wanting to do this for seven years. I would like to remind him that this was deferred in 2019 or in 2020, it does not matter. In 2004, in other words, 18 years ago, Justice O'Connor recommended creating this type of process.

I would like to hear his version. Why is this bill moving so slowly? It might be naive of me to ask, but I thought the NDP was very supportive of the bill.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, does my colleague agree with me on the following? Bill C-32 sets out 25 tax measures, but they are basically nothing but minor legislative amendments. Some measures that were announced were already in budget 2020. There is nothing new in Bill C-32 to help combat inflation.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my colleague for his speech. I agree with him that this bill has no colour, no taste and no vision. I would like his opinion. The bill includes roughly 108 references to the problem of inflation, without ever offering solutions for vulnerable people, especially while we are heading into a recession.

Saint‑Eustache Genealogical and Historical Society  Mr. Speaker, since 1997, this organization has been helping the people of Saint‑Eustache and Deux‑Montagnes retrace the history of their ancestors, their place of origin, their date of arrival in the country, their occupation, the descendants, and so forth. It offers different workshops on things such as mastering research tools for paleography, where you learn to read notarized documents of the time.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I acknowledge that, in principle, Bill C‑32 is about implementing economic provisions. First of all, I want to say that my colleague's comments towards his opposition colleagues are mean, nasty and pure rhetoric. The opposition members are clearly stating that the government is missing some good opportunities and avoiding big challenges that it could have attempted to address.

The word “inflation” comes up 115 times in the document, but there is no mention of concrete measures. I am thinking about seniors, who keep taking hit after hit. There is nothing here for them. It never ends. Why is that?
