Questions on the Order Paper  With regard to the Canadian Food Inspection Agency’s (CFIA) animal transportation inspection system, and review of the animal transport regulations under Part XII of the Health of Animals Regulations: (a) what corrective actions are being taken in light of the apparent violations of the Health of Animals Regulations and CFIA inspectors’ apparent failure to respond to unacceptable treatment of animals, as recently suggested by images filmed at the Western Hog Exchange in Red Deer, Alberta (http://www.ctvnews.ca/w5/hidden-camera-investigation-reveals-abuse-in-canadian-pork-transportation-system-1.2049011); (b) what is the status of draft amendments or proposals to the animal transport regulations under the Health of Animals Regulations, Part XII, and what is the Agency’s timeframe for publishing those proposed changes in Part I of the Canada Gazette; and (c) what measures will the Minister of Agriculture and Agri-Food advise CFIA to take to ensure that Administrative Monetary Penalties (AMPs) are dissuasive and specifically, is the Minister planning to significantly increase AMPs in order to ensure that they are dissuasive?

Agriculture and Agri-Food  Mr. Speaker, we recently learned that the avian flu has been detected on several poultry farms in our biggest producing region, the Fraser Valley. Canada's poultry industry is so important to farmers and consumers. Thousands of jobs on the farm and in processing depend on it.

St. Mary's Polish Church  Mr. Speaker, on Saturday, November 29, fire destroyed St. Mary's Polish Church in Whitney Pier. A strong, proud, and resilient community in my riding, St. Mary's was the only Polish parish church in Atlantic Canada. It was built by Polish immigrants who came to the city to work in a new steel plant.

Petitions  Mr. Speaker, I rise to present a petition signed by hundreds of constituents in my riding concerning the reduction of Canada Post services. The petition calls upon the government to reverse these cuts to Canada Post and look instead for an option to fill the void, such as postal banking.

Veterans Hiring Act  Mr. Speaker, I have to sympathize with the member for trying to defend the government on the disastrous veterans affairs file. I had to get up when he started talking about Sydney and Cape Breton, and Mr. Clarke, to put it in context. He started talking about how the Legions are going to help service the veterans, and how they can go to a building and that they do not need a building.

Agricultural and Agri-Food  Mr. Speaker, more than 140,000 Canadians who are employed in the fresh fruit and vegetable sector have been let down by the government. Its failed perishable agricultural commodities act is jeopardizing billions in produce sales. The minister is minimizing the devastation that this has on small growers.

Agricultural Growth Act  Mr. Speaker, there is no doubt that the Conservative government has a track record of cutting research. The other problem we have to watch, if the research is commercial, is whether the big companies are doing it and the government is ponying up money. Recently I was at the agricultural college in Truro, and I saw the research being done there with public dollars.

Agricultural Growth Act  Mr. Speaker, I thank the member for Kings—Hants for that question. He has one of the nicest areas to visit at apple blossom time or any time of the year. The first time I visited that research station, I was 19 years old. I was in agricultural college, and I was amazed, and I am still amazed by what the researchers do in Kentville.

Agricultural Growth Act  We have not had the final figures yet on how the government spent it. I just hope that the government is not doing the same with the farming industry as it has with many others. It is encouraging its administrators to not let the money flow and not let things happen, so it can pad the books and make its budget look good.

Agricultural Growth Act  Mr. Speaker, as I mentioned in my speech, the horticulture and the landscaping industries were talking about varieties of roses that we could develop here. There is no doubt that there is a whole lot that is good in the bill for Canadian farmers. However, it is only going to be good if the money is there for research.

Agricultural Growth Act  Mr. Speaker, it is great to stand in the House today to talk about Bill C-18. For many of the listeners out there, if they are from the farming community or they just like food and are trying to figure out what is in Bill C-18, I am going to do a little more explaining in the next 20 minutes about the bill and about some of the things that I and the Liberals had a problem with, as well as some of the things we agreed with.

Agricultural Growth Act  Mr. Speaker, I have to commend the member for Welland on the work he does on the agriculture committee, as well as in his riding. In his area, which has probably one of the richest soils in Canada, there are a lot of good, productive farmers. The member for Kings—Hants says that they have better wine and better soil, but that is not for debate today.

Agricultural Growth Act  Mr. Speaker, it is interesting to hear the parliamentary secretary talk about the bill. There is a lot in the bill that is good. It is a modern bill for agriculture. It is something the government should have started earlier. It has been in power for 10 years, and it has just been getting its head around it in the last year.

Citizen Consultation Preceding Natural Resource Development  Mr. Speaker, I rise today to speak on Motion No. 533, which calls on the federal government to subject natural resource development projects to a broader consultation with first nations and local communities. One would think that should be a given, but apparently it is not. In Nova Scotia, we have 13 Mi'kmaq first nations communities.
