Budget Implementation Act, 2023, No. 1  Madam Speaker, I would like to talk about “a line we shall not cross.” Only one short year ago, the finance minister said, “let me be very clear: We are absolutely determined that our debt-to-GDP ratio must continue to decline.” It did not. In fact, it went up. She also said, “Our deficits must continue to be reduced”, which they were not.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I note that the member did not discuss the deficits that are projected in the budget. If we look through to 2027-28, they project that the combined debt of Canada will be over $1.3 trillion, which is more than double what it was when the government took office. Does he think that qualifies as being fiscally responsible?

Petitions  Mr. Speaker, I have two petitions today. The first one calls upon the House to adopt human rights and environmental due diligence legislation that would require companies to prevent adverse human rights impacts and environmental damage throughout their global operations and supply chains.

Petitions  Mr. Speaker, the second petition calls on the Government of Canada to take the following action: immediately call for an end to violence and for restraint from all sides and parties involved in the Tigray conflict; and immediately call for humanitarian access to the region and for independent monitoring to be allowed.

Yom Ha'atzmaut  Mr. Speaker, for centuries, at the Passover Seder, Jews around the world have said, “Next year in Jerusalem” to commemorate the aspirations of those held in slavery under the pharaoh in ancient Egypt. Theodor Herzl, the father of modern-day Zionism, said, “If you will it, it is no dream.”

Committees of the House  Madam Speaker, I happened to sub in on this committee when Senator Martin was testifying and she was very clear. She did not want this bill changed. I heard her say it several times during her testimony at the immigration committee. Now she may be open to other legislation to more Canadians being brought into citizenship but she was definitely not open to changing this legislation.

Budget Implementation Act, 2023, No. 1  Madam Speaker, the Parliamentary Budget Officer reviewed the budget and identified close to $800 million in what the government is calling non-announced spending. This would be in addition to the billions of dollars in non-announced spending announced last year. I am wondering if the member could tell us what this spending would be for.

I have a question about the budget itself. The budget projects that this year, over $40 billion will go to interest on the debt, to wealthy bankers and bondholders.

Digital Charter Implementation Act, 2022  Madam Speaker, what I find interesting about the member's comments is that it just seems that the Liberals never met an industry they did not try to kill. In Holland 100 years ago, the wooden shoes were called “sabots”. When people threw them into the windmill to gum up the gears, that is where the term “sabotage” comes from, which is what this government tries to do in every single industry it meets, including AI.

Digital Charter Implementation Act, 2022  Madam Speaker, we have, for example, the ruling of Justice La Forest on it 34 years ago. We have section 8 of the charter, which has been interpreted by the courts as protecting privacy rights. Privacy is what this bill should be all about. It is because of concerns over people's personal, private information that this attempt to legislate the issue is in front of us.

We just could not deal with all the changes that need to be made in the context of a committee. As just one example, when it comes to protecting the privacy rights of children, there is only one mention in the entire bill.

Digital Charter Implementation Act, 2022  Madam Speaker, so much has changed throughout the last 23 years. In the year 2000, there were about 740 million cellphone subscriptions worldwide. More than two decades later, that number sits at over eight billion. There are more phones on this planet than there are people. It is a statistic that should give anyone pause.

Questions Passed as Orders for Returns  With regard to compliance measures taken by the Canada Revenue Agency, broken down by income bracket and for each of the last five tax years: (a) what was the total number of filers in each income bracket; (b) what was the number of requests for additional documentation; (c) what was the number of audits conducted; (d) what was the number of criminal investigations instigated; (e) what is the rate per thousand tax filers represented by each action from (b) to (d); and (f) how much additional taxes were due as a result of each action from (b) to (d)?

Education and Sharing Day  Madam Speaker, I rise today to celebrate Education and Sharing Day. Education and Sharing Day is a day established in honour of Rabbi Menachem Mendel Schneerson, recognizing his lifelong efforts towards improving education. He was an advocate for children and spoke out about the need for each child to be given an education that would offer them the opportunities to succeed.
