Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities  Madam Speaker, the member is quite right. In my speech, I talked about a way to fill the gap through a permanent solution. What is not working today is bringing in temporary foreign workers who only stay for a short time. That is a band-aid. The industry is looking for a way to fill a huge labour shortage it has right now and then train more young people.

Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities  moved: That the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities be instructed to undertake a study on the labour shortages of the Greater Toronto and Hamilton Area, to consider, among other things, (i) the challenges associated with a lack of skilled workers in the construction industry, (ii) possible recommendations on how to increase construction skill development in the region, (iii) analysis of the Atlantic Immigration Pilot initiatives as a model to address the skilled worker need in the Greater Toronto and Hamilton Area; and that the Committee report its findings to the House within six months of the adoption of this motion.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, as I said, through our consultations from coast to coast to coast, we heard from many sectors. Yes, there are some sectors that had very serious concerns about ISDS. However, there were also other sectors, like financial services, the minerals industry and mining, which need to have these provisions in place to be 100% able with certainty, stability and assurances to invest in these countries and provide great-paying jobs here in Canada.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, my colleague's question pertains to my riding of Mississauga East—Cooksville and the many great businesses that do a great deal of trade right around the world. As we have heard, we punch way above our weight when it comes to trade in Canada. We have companies like Maple Leaf, which deal with agriculture and selling many of their products to many of the CPTPP countries, and also those in the manufacturing supply chain.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, we are so proud of our agriculture and agri-food industries and sectors. Our party is the party of supply management. It is something we have always defended and will always continue to defend. At the international trade committee, through our consultations from coast to coast to coast, we had the opportunity to hear from many farmers and all those in the supply chain in agriculture.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, it is great to be back, to be able to speak on Bill C-79 and, in particular, to be able to speak to trade. I believe trade is part of Canada's DNA, from our beginnings with the fur trade to today, where we are a leader globally when it comes to mining, minerals and exploration.

Visit of Prime Minister of Portugal  Mr. Speaker, I rise today as co-chair of the Canada-Portugal Parliamentary Friendship Group to express a very warm Canadian welcome to the Prime Minister of Portugal, Antonio Costa. Thirty-six years ago, under then Prime Minister Pierre Elliott Trudeau, Canada welcomed the first official visit of then Portuguese Prime Minister Francisco Pinto Balsemão.

Oil Tanker Moratorium Act  I think the member has a little amnesia from the time that the Conservatives were in government. Therefore, I reject their approach, and I will continue with the approach that our government has taken, which is one of consultation with all groups.

Oil Tanker Moratorium Act  Madam Speaker, it is rich for that member and her party to talk about consultation when they would drive everything straight through without listening to anybody. I can tell the member that there have been 75 meetings, 25 round tables, a web portal, and over 5,000 submissions, 330 coming directly to the ministry.

Oil Tanker Moratorium Act  Madam Speaker, the member should look at history and understand that this moratorium has been in place since 1972. There is a reason for that. We believe in science. We believe in an evidence-based approach on this side of the aisle, which is why we have done our homework. The member and the member's party should do their homework, look at history, and understand the reasons for this decision.

Oil Tanker Moratorium Act  Madam Speaker, it comes back again to being fair and balanced. We have heard from the Conservatives on their approach and what they believe. We have now heard from the NDP. We have taken the approach of consulting with Canadians, listening to everyone, looking at the best evidence and information that is out there for us, and understanding that with Kinder Morgan we are twinning a line.

Canada has the largest coastline in the world, and we are so proud of it. I had an opportunity here to listen to the debate and hear from the opposition parties.

The Budget  Mr. Speaker, I thank the hon. member for putting forward his endorsement of our promise to lower the small business tax. They really are the engine of our economy. We are very proud that we have been able to lower the small business tax this year. We will be lowering it again next year, down to 9%.
