National Ribbon Skirt Day Act  Madam Speaker, I would first like to take this precious opportunity to wish happy holidays to all the staff of the House, my fellow members, the interpreters and my constituency office team, Lynda, Mélanie, Jenny, Nancy and Éric. It is an honour to rise in the House this afternoon to speak to Bill S-219, which creates a national ribbon skirt day to be held every year on January 4.

Child Care  Madam Speaker, Quebec's early childhood centres are a child care model that is unique the world over. Quebeckers are right to be proud of these centres. Not only do they foster children's socialization exceptionally well, but since they were created, they have enabled millions of Quebec women to have better access to work.

Child Care  Madam Speaker, promising to respect Quebec's jurisdiction over child care means not imposing conditions. It means enshrining the right to opt out with full compensation. We know the Liberals want to protect their Canada-wide child care program going forward, and they want other jurisdictions to copy the Quebec model, but imposing conditions on Quebec's way of doing things is out of the question.

Business of Supply  Madam Speaker, I thank my hon. colleague for his speech. I would like to talk to him about how to make the economy more resilient by addressing the structural weaknesses that cause inflation. This could include reducing our dependence on oil and gas, rebuilding critical links in the supply chain, addressing the labour shortages that are preventing businesses from offsetting supply problems, and launching a major housing construction project to address the imbalance in the housing market.

Business of Supply  Madam Speaker, it seems as though the Conservative Party is criticizing the carbon tax to score political points. I do not understand it, because we know that the carbon tax is more of a problem for companies. We are talking about SMEs that are being penalized, while major emitters are benefiting from carbon pricing relief programs designed to promote an increased production of hydrocarbons.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my colleague for his speech. We do agree on one thing: The economic statement is very disappointing. Consider vulnerable people. It is important to increase health transfers. Old age security also needs a boost to provide adequate support to people aged 65 and up.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my colleague for his fine speech. He talked about a number of issues, including seniors. He also talked about employment insurance. Of course, when someone has cancer, as my sister did, and is in remission, 26 weeks is not nearly enough. It is the same thing with seniors.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my colleague for her speech. I think there may be one thing she forgot to talk about, and that is employment insurance. As we know, EI is an economic stabilizer during a recession, and we hear there may be a recession in 2023. I am worried for the people in my riding with respect to EI, because six out of 10 workers will not be eligible for EI.

They do not understand what is going on. Some almost wish they were 74 years old so they could collect a decent pension. Can my hon. colleague offer some solutions the government could act on, for once?

Tour de l’Abitibi  Madam Speaker, the Tour de l’Abitibi, which goes back more than 50 years, has officially been inducted into the Cycling Canada Hall of Fame. It is the only competition in the Union Cycliste Internationale's Junior Nations Cup circuit to be presented in the Americas. It is the only one of the eight competitions to be hosted outside of Europe.

National Council for Reconciliation Act  Mr. Speaker, I thank my colleague for his fine speech. I would like to know his views about the council's governance and representativeness within the council. In terms of governance, the bill proposes that the board of directors be composed of a minimum of nine and a maximum of 13 directors.

National Council for Reconciliation Act  Mr. Speaker, I thank the minister for his speech. The bill before us responds to calls to action 53 to 56 from the Truth and Reconciliation Commission of Canada. As we know, this relates to residential school survivors, the Assembly of First Nations, Inuit representatives and those responsible for setting up the schools.

This bill was drafted as part of a legal agreement between residential school survivors, the Assembly of First Nations, Inuit representatives and those responsible for establishing and overseeing the schools, as I mentioned earlier.

National Council for Reconciliation Act  Madam Speaker, I thank my colleague for his question. I do believe that all indigenous communities must have representation on this council, including the Inuit and the Cree. It is very important because there must be stability. This council will finally address certain issues that have been known for years and even centuries.

National Council for Reconciliation Act  Madam Speaker, I thank my colleague for her question. There are indeed Inuit communities in my riding, Abitibi—Baie-James—Nunavik—Eeyou. In fact, I recently went to Aupaluk in Nunavik. It is very important to the Inuit that this bill receive our support and be passed.
