Canadian Heritage committee  Sometimes we need to go outside because there's such a demand. When we go outside, we need some help from the government. As Pierre mentioned, the delays have been increasing. Two years ago we were looking at maybe eight weeks. Now we're looking at 16 weeks. That really hurts a project. When we invest in HR people to scan the globe to find the right talent, the right specialist, it takes four to five months before that person comes to our workplace to help us produce international high-quality games.

Business of Supply  One of the frustrations is the refusal of the government to acknowledge and fulfill its legal duty to consult on matters that impact aboriginal rights. As an example, I have a note which shows the Conservative government has rammed through different forms of legislation with respect to first nations, such as financial reporting. We have heard a lot today about matrimonial property on reserves, regulation of water and waste water, various portions of the Indian Act, aboriginal fisheries, land management and environmental protection, all without proper prior consultation and the necessary resources to implement the changes being imposed upon them.

Moreover, QNSL, Quebec North Shore and Labrador, which is now the property of Rio Tinto—that is what I was told yesterday when I did my research—also provides rail transportation. Finally, there is Tshiuetin Rail Transportation Inc. It specializes in transporting passengers traveling as far as Schefferville.

When we talk about these things, we often have the feeling we are discussing them with people who have little or no history. Panama has a very long history. Denial of human rights in Panama also has a very long history. The first time in my life that I heard of Panama, it was for an unfortunate reason: our Prime Minister at the time was registering the ships owned by his company, Canada Steamship Lines, in Panama so as not to pay taxes in Canada.

Canada–Jordan Economic Growth and Prosperity Act  The agreement references rights contained in the 1998 ILO declaration on fundamental principles and rights at work and the ILO's decent work agenda, which are very substantive. The following commitments are made: Each Party shall ensure that its labour law and practices embody and provide protection for the following internationally recognized labour principles and rights: (a) freedom of association and the right to collective bargaining (including protection of the right to organize and the right to strike); (b) the elimination of all forms of forced or compulsory labour; (c) the effective abolition of child labour; (d) the elimination of discrimination in respect of employment and occupation (including equal pay for women and men); (e) acceptable minimum employment standards, such as minimum wages and overtime pay; (f) the prevention of occupational injuries and illnesses; (g) compensation in cases of occupational injuries or illnesses; and (h) non-discrimination in respect of working conditions for migrant workers.

Safer Railways Act  Mr. Speaker, I think it is best to start our remarks in the House of Commons on this or any subject by addressing first principles. I believe the first principle is the government should only do what only government can do. Public safety is one of those areas that the citizen or the enterprise cannot simply manage all by themselves.
