Transportation  Mr. Speaker, the member will know that Transport Canada provides for safe waterways free from ship-source pollution. With respect to vessels, the consideration is whether navigation is obstructed. The member will also know that it is the owner of a vessel who is responsible for its removal, including removing the vessel if it becomes stranded.

Rail Transportation  Mr. Speaker, that member was at committee today when officials testified that in fact, for example, the transport of dangerous goods directorate's budget is at $20 million, up from $13 million. Clearly, we are making the right strategic investments to ensure that our oversight system is in hand.

Canada Post  Mr. Speaker, perhaps the member would like to read the annual reports of Canada Post, which show that for the last three years it has consistently turned major losses. That is because 1.2 billion fewer letters were delivered in 2013 than in 2006. The crown corporation has taken measures to try to turn that situation around, and the member should get behind the five-point plan.

Rail Transportation  Mr. Speaker, the safety and security of Canadians is a top priority at Transport Canada. Each of the recommendations laid out by the Transportation Safety Board with respect to the watch list is being reviewed currently. That said, Transport Canada has been taking strong action.

Rail Transportation  Mr. Speaker, the member has it all wrong. Front-line safety continues to get a boost in terms of the operational spending of our rail safety directorate. This government continues to take strong action. What the watch list did show is that 74 out of 77 watch list items are either fully satisfactory or in progress, and no wonder when we look at what we have.

Canada Post  Mr. Speaker, that is an overly generous reading the facts. Here are the facts. Canada Post delivered 1.2 billion fewer letters in 2013 than in 2006. Two-thirds of Canadians currently do not receive mail door to door at their home address. Canada Post must balance its books, which is its responsibility, and taxpayers expect it to do that.

Questions on the Order Paper  Mr. Speaker, with regard to (a), on April 23, 2014, under the authority of the Transportation of Dangerous Goods Act, Transport Canada issued protective direction 34, requiring the immediate phase-out of the least crash-resistant DOT-111 tank cars from dangerous goods service. These are the tank cars that are not equipped with continuous bottom reinforcement, posing a much higher risk of failure in a derailment.

Of course, in all of these circumstances we encourage railway companies to speak directly with municipalities and work on these issues.

The Environment  Quite the contrary, Mr. Speaker. The member will know that a risk assessment is essential to be performed on any proposed changes like that, and a technical assessment is in fact under way. The member should await the results of a technical assessment before he jumps to any conclusions on these matters.

Health  Mr. Speaker, the member will know that the Port of Quebec is an arm's-length organization and as such is responsible for its own operational decisions. However, I can confirm for the member that the Port of Quebec has been working with a number of tenants over the last number of months in order to implement important measures to reduce the contamination of dust emissions.

Canada Post  Mr. Speaker, I would remind the member that Canada Post is an independent, arm's-length crown corporation with a responsibility to operate in a fiscally sustainable way. It has a five-point plan, taking measures to return the corporation to a sound business case, getting its revenues back in line.

Canada Post  Mr. Speaker, I have to remind the member that the Conservative government is doing no such thing. Canada Post, which is independent and at arm's length, is facing a crisis in mail delivery. There were 1.2 billion fewer letters delivered in 2013 than in 2006. Canadians are changing the way they communicate, and Canada Post is trying to respond, as are other postal agencies around the world.

Canada Post  Mr. Speaker, that is nonsense. Canada Post, in its five-point action plan, in order to turn around its finances, has not proposed privatization. Instead, it proposed a number of other measures, but it is only that party opposite that seems to suggest there is no crisis at Canada Post and therefore no need for action by Canada Post.
