Business of Supply  Mr. Speaker, Canada will always be a leader in the world. This has been the case for climate change. The Minister of Environment has done a good job working alongside with other partner countries around the world, to sign the Paris agreement. I am glad that all members of Parliament, except one, voted in favour of it.

Business of Supply  Mr. Speaker, I have to say I agree with my colleague. What is the point of negotiating nuclear disarmament if the players are not at the table? We are working with our allies on this and working with communities in the multilateral countries that actually have nuclear weapons so that we can create concrete action on these issues.

Business of Supply  Mr. Speaker, I thank my colleague for his question. I would understand that if Canada were alone in its position, but Canada’s position is the same as that of the United Kingdom, Germany and France, as well as Norway. Many of our multilateral partners have adopted the same position as Canada.

Business of Supply  Mr. Speaker, I am pleased to rise today to speak to nuclear non-proliferation and the comprehensive nuclear test ban treaty. Since the advent of nuclear weapons, the international community has had various practical, multilateral instruments to try to stop their proliferation and help to eventually eliminate them.

Cannabis Act  Mr. Speaker, I hate to disappoint the member, but in the previous government, no ministers had decision power because they had to go through the kids in short pants. I will bring the member back to what the ministers of state were under the previous government. I recall a minister losing some power under her senior minister.

Cannabis Act  Mr. Speaker, it is important to talk about math because they are very focused on math on that side. I recall in 2006 when Prime Minister Harper said he was going to start with a tiny cabinet. It was about 28 members and then the cabinet grew to 41 members. When the Conservatives talked about saving money and being really good with the taxpayer dollars, we know that was the wrong approach.

Cannabis Act  Mr. Speaker, I find it a little rich when I hear the member talk about regional ministers and ministers of state. I recall the Stephen Harper government and James Moore was the regional minister for Western Canada. We never went to the minister of state for western economic diversification.

Infrastructure  Mr. Speaker, Canadians know the importance of clean water and waste-water treatment to building healthy and sustainable communities. This is fundamental to the well-being of Canadian communities, and after years of underinvestment, these systems need significant investments. Can the Minister of Infrastructure and Communities update this House on the investments that the government is making in clean water and waste-water systems across Canada?

Cannabis Act  Mr. Speaker, speaking of altering things, will the Conservative Party be altering its stance on free votes? Will Conservatives be able to vote freely? We all know the member for Beauce said the vote on marijuana would be a free vote. My colleague asked if we consulted Canadians.

Cannabis Act  Mr. Speaker, I do not agree with the member's premise that if we legalize and regulate cannabis, somehow everybody will have four plants per household. I will point her to the fact that green peppers, onions, carrots, and cucumbers are legal in Canada, but does every household in Canada have a garden?

Cannabis Act  Mr. Speaker, I thank my colleague for his question. He just drew attention to the fact that young people are currently using marijuana, so now we need to figure out what to do about it. We can take the same old approach that is not working, as demonstrated by the fact that Canada has one of the highest rates of cannabis use in the world, or we can come up with a new approach.

Cannabis Act  Mr. Speaker, the NDP seems to be saying that there is currently no prevention campaign in Canada and that the rate of cannabis use is suddenly going to skyrocket all across the country because of Bill C-45. That is not what is happening and that is not what the evidence shows.

Cannabis Act  Mr. Speaker, I am very pleased to rise and speak today in support of Bill C-45, the cannabis act. I want to explain that the objectives of this act are to put in place a national system that better protects our young Canadians, keeps profits out of the hands of criminals and organized crime, and where responsible adults will have controlled access to a strictly regulated source of cannabis.

Cannabis Act  Mr. Speaker, I thank my colleague for her speech. I would like to remind her that, during the last campaign, the NDP promised to balance the budget. If the NDP were in office, it could not make any of the investments that my colleague is talking about. It is easy to tell the government to make investments.
