National Defence  Mr. Speaker, it is not just the fighter jets. This government has made a mess of all military procurement since 2006. Whether we are talking about the F-35s or, more recently, armoured vehicles, whether we are talking about the Chinook helicopters—the price of which continues to skyrocket—search and rescue aircraft or military trucks, this government has completely botched all military procurement.

National Defence  Mr. Speaker, I learned in the navy that when one is the captain, one is responsible for the ship. That would be the Prime Minister. However, in the case of the Minister of National Defence, he reminds me more of the captain of the Costa Concordia. He wanted to show off his ship handling skills but he ran the ship aground.

National Defence  Mr. Speaker, yesterday, the Auditor General told us that the F-35 program was anything but transparent. In fact, it was a cover-up. The government also told us yesterday that there was no intention to be accountable in any way whatsoever, and again today, at least not for the ministers who were involved.

This government has shown itself to be incompetent and completely blind for six years, and it is already trying to blame public officials and the military for its incompetence.

Elections Canada  Mr. Speaker, this government's arrogance is unbelievable. Last week, in committee, the Parliamentary Secretary to the Prime Minister suggested that Elections Canada was responsible for the leaked information on the investigation into electoral fraud. His colleagues said that 800 complaints across Canada was no big deal.

I would like to quote the Minister of National Defence, who said on December 15, 2010 in the House of Commons, “Here is the truth. The truth is that the cancellation of the F-35 purchase could cost this country up to $1 billion.”

National Defence  Mr. Speaker, the government has bungled the CF-18 replacement right from the beginning. Will it now do the right thing, which is: first, define a statement of requirements based on our objectives from a defence and foreign policy point of view; second, hold an open and transparent competition; and third, choose the best aircraft based on performance, cost, industrial benefits and, I need to add, availability?

National Defence  Mr. Speaker, on spiralling F-35 costs, during the last election, the Prime Minister told an audience in Mississauga that we had a contract that basically sheltered us against any increases in the development costs of the F-35 and that he was confident of his cost estimates. That was incorrect and clearly misled Canadians.

Redpath Museum  Mr. Speaker, this year marks the 130th anniversary of the Redpath Museum at McGill University in Montreal. The Redpath Museum opened in 1882 and was the first museum dedicated to the study of the diversity of our biological, geological, and cultural heritage. The faculty, staff and students of the Redpath Museum are active in scientific research, the study of collections and education at all levels.

National Defence  Mr. Speaker, for 18 months now, the Liberals have been telling the Minister of National Defence that there must be a tendering process to replace the CF-18. But the minister insists that the F-35 is the only aircraft capable of doing the job. We are talking about tens of billions of dollars here.

Protecting Air Service Act  Mr. Speaker, I have a very simple question for the minister. Does this government think that air transportation for passengers is an essential service? The way it has handled this file over the past year seems to indicate that it considers it to be an essential service, but it will not go so far as to say so.

Canadian Heritage  Mr. Speaker, sweeping changes have been made at Library and Archives Canada in an effort to make its preservation criteria more rigid. As we know, its mandate is to facilitate co-operation among the communities involved in the acquisition, preservation and diffusion of knowledge.

Protecting Canada’s Immigration System Act  Mr. Speaker, the hon. minister gave the impression that when the Liberals had a majority back in the early 2000s, we were also big users of time allocation. Just to get the statistics right, over a four-year period dealing with some 153 bills, we invoked time allocation about 10 times.

Air Service Operations Legislation  Mr. Speaker, I thank the member for Acadie—Bathurst for his speech. The Minister of Labour said that she was reluctant to intervene. I think that she was actually in a hurry to intervene, citing a very fragile economy. She first talked to the Canadian Industrial Relations Board about health and safety issues.
