Supply Management  Second is a pricing mechanism that ensures a fair market income, so that producers do not have to rely on government subsidies, as they still do in many countries, despite the free trade agreements. Third is import control, not the closure of borders but control, so that the industry can know how much is imported and that local production can be planned accordingly.

Department of International Trade Act  Mr. Speaker, I thank my colleague from Vancouver East for a very eloquent presentation on the reasons why Bill C-31 is inappropriate. I thought some of her comments were very pertinent to the debate. Being a fellow member of Parliament from British Columbia, the hon. member and I have seen the actions of the B.C.

Department of International Trade Act  Mr. Speaker, I thank the hon. member for Joliette for his question. There is a definite problem with the present structure. In my opinion, however, things would be even worse if changes were made or these two departments were divided, which is precisely what the bill is about. The problem is that NGOs do not seem to get any hearing from the government, even if they do ask for help, and that is a pity.

Foreign Affairs committee  If I could. Thank you. I think it's important to recognize Canada's special relationship with Israel. It is a special relationship. In the wake of World War II and the horrors of the Holocaust, Canada strongly supported the establishment of the Israeli state. It is an existence that must be defended and must be supported.

An Act to Authorize the Minister of Finance to Make Certain Payments  Mr. Speaker, I appreciate, as do my NDP colleagues, the hon. member's support for the NDP's better balanced budget that we are pushing through the House. He understands fully that the NDP's better balanced budget actually responds to a whole variety of issues that have not been dealt with for years.

Two weeks ago, my colleague from Winnipeg Centre introduced an emergency resolution about remission orders.

International Trade committee  We don't have any tariffs going into the United States; we're in a free trade area. The problem is the domestic support there and in Europe and other areas, which contributes to low world prices, particularly for grains and oilseeds. Until we get that sorted out, our farmers are going to be at a disadvantage, because we're price-takers.

Foreign Affairs committee  Thank you very much, Mr. Chair. One of the things Canadians are particularly fortunate to have in you, Ambassador, is a tremendous amount of experience. I think it's an exceptional kind of experience that's quite rare. You were there at the creation of the free trade agreement; you were there at the creation of NAFTA, in a more direct way; and you were of course there at the restructuring of Canada's tax system to make us competitive, particularly in our relations with the United States.

Civil Marriage Act  Mr. Speaker, I rise proudly in support of Bill C-38. It addresses the issue of equality of gay and lesbian Canadians in our country by entrenching the right to civil marriage. The courts have consistently and repeatedly found that laws which excluded same sex marriage were in violation of the Canadian Charter of Rights and Freedoms.

Resumption of debate on Address in Reply  Mr. Speaker, I listened with great interest to the member opposite. In particular, I noted how quick he was to take credit for the finances of the nation which have now been turned over to the Conservative government. What he left out was the fact that during his government's tenure in office, it was the recipient of a great deal of revenue generated by the GST and by the benefits of free trade.

The direction is loss of jobs. The direction is not respecting human rights and not pushing or having any sort of evaluation of foreign purchase of Canadian companies.

Quarantine Act  Madam Speaker, I am pleased to join in this debate on the quarantine legislation. It really amazes me that anyone in this House would try and block quarantine legislation in this day and age. The world as we all know is getting smaller and smaller. We have the most diverse country in the world, so we have people, on a daily basis, with actual physical links with not tens but with hundreds of countries.
