Finance  Mr. Speaker, I am very pleased and honoured to rise today on the prebudget debate to discuss what is going to be extremely important for Canadians across the country. Over the last 11 years we have seen 11 years of Bay Street budgets. What we need to see this year is a budget for main street, a budget for our communities across the country, a budget that will help to address the fall in the quality of life which we have seen Canadians endure over the past decade.

Civil Marriage Act  Mr. Speaker, I am pleased to speak on behalf of the constituents of Edmonton East to this vital social issue of redefining marriage. I wish to make it very clear to my constituents that I oppose Bill C-38 and I will be voting against it. In his January message to the Calgary diocese, Bishop Henry made some controversial statements that were subject to much criticism.

Textile Industry  Mr. Chair, I would like to thank my colleague from Drummond. I know that she and my colleague from Richmond—Arthabaska are working very hard since the apparel and textile industry is so important for the Eastern Townships. I thus know that they recognize it and that they are fighting hard to continue protecting the interests of the workers in that industry.

Canada Border Services Agency Act  Mr. Speaker, I thank hon. members for that. The bill is essentially an enabling piece of legislation. The department has been in existence since September of 2003, so that speaks volumes to the serial dithering nature of the Liberal government. The department has been set up and operating for over a year and a half, and this is a cleanup attempt.

The motion before the House has been clearly defined. It speaks to the need to remove the government from office for reasons that have been outlined and will be chronicled throughout the day.

Softwood Lumber  Mr. Speaker, I thank the hon. member for Etobicoke North for bringing the subject and interests of softwood lumber to the House, although I wish today we had been talking about it in an emergency debate. The Speaker's ruling, which declined the request, was most unfortunate. I think this is one of the more serious issues facing especially the rural and regional parts of Canada.

Criminal Code  Mr. Speaker, I am pleased to participate in this debate on Bill C-10 on behalf of my colleague, the member for Windsor—Tecumseh. I want to thank the electors of Burnaby--New Westminster for the confidence they expressed in me on June 28, as well as underline the good work that many organizations in our community do, such as the Nikkei Centre, the Japanese Canadian National Museum and Archives, Queensborough and MacPherson Sikh Temples and Crystal Mall, which is the centre of the Chinese community in my riding.

Softwood Lumber  Madam Chair, the minister was echoing some of the tough talk of the Prime Minister and was sounding very stiff and rigid, but we know that he is about as rigid as Silly Putty. In fact, the government's position is a bit like Silly Putty. It just stamps itself on something and then takes whatever impression it thinks is most suitable at the time.

An Act to Authorize the Minister of Finance to Make Certain Payments  Madam Speaker, I am pleased to rise to take part in the debate that really boils down to what could only be described as a prop up NDP add-on budget to the Minister of Finance's original plans which included none of the back of the napkin spending spree that is outlined in this particular document.

Bill C-46 is the sister bill to Bill C-45, the Westray bill. I want to say at the outset that my party supports the bill in principle, although we would have liked a few amendments and further discussion in committee.

Department of Human Resources and Skills Development Act  Madam Speaker, this bill is a worthy symbol of the Liberal government. The Department of Human Resources and the Department of Skills Development were separated a year and a half ago and Parliament is being asked to approve it only now. So much for treating Parliament with more respect and solving the democratic deficit.

Reinstatement of Government Bills  Mr. Speaker, I congratulate my colleague from the Bloc who has laid out many of the reasons why his party has chosen not to support the motion. I hope to at least touch upon some of the reasons why we in the Conservative Party similarly will not support a motion which, for all intents and purposes, will shut down debate on a plethora of government bills that touch on a number of very important subject matters.

Supply  Madam Speaker, I appreciate the opportunity to share time with my colleague from West Vancouver—Sunshine Coast, the mover of the motion and someone who has worked very hard for the Conservative cause and for Canadians. I know he believes very passionately in this issue. The irony of much of the discussion around democratic deficit clearly, and this is an issue of democratic deficit, is that the Prime Minister, who has embodied this phrase, is actually the person who perhaps more than any other has contributed to the democratic deficit in the country through his words and actions.
