Environment  Desertification swallows up 15 million acres each year, an area slightly larger the Nova Scotia. Some three billion inhabitants of this planet do not have adequate sanitation facilities. More than one billion people do not have clean drinking water. In 1930 the world was producing 7 million tonnes of chemicals; in 1950 just after the war, 7 million tonnes of chemicals; in 1970, 63 million tonnes of chemicals; and in 1985, 250 million tonnes of chemicals.

Yukon First Nations Self-Government Act  They will be responsible for all allocations and dispositions of rights and interests in that land for the use, management, administration and protection of natural resources for all businesses, professional and trade licensing, for all construction, sanitation planning, zoning and land development, for controlling operation and use of vehicles, local services and facilities, for preventing pollution and protecting the environment. In short, nobody needs feel concern over unemployment in this area of Yukon because virtually every adult will be getting a job from the new First Nations government.

Agriculture  We know the emerging reality of increased competition in the marketplace and of the new global trading environment regulated by GATT rules and the NAFTA alliance. NAFTA raises questions of basic rights and obligations regarding issues related to sanitation and vital sanitary measures for agriculture. Technical standards such as these are based upon scientific principles and risk assessment. We understand also that distortions to world markets and prices for commodities have been the result of subtle but invasive farm policies worldwide.

Foreign Affairs  Let us not forget that together with peacekeeping, even if we have failed at that, we are engaged in other operations such as protecting food convoys and supplying a minimum of water and sanitation, as well as drugs to save a few lives, where possible. In that respect, a lot has been achieved. It must go on. Second, the credibility of peacekeeping missions and the UN would be definitely jeopardized if we were to withdraw today.

Business Of Supply  This means that the federal government will be spending $50 million a year for the next two years, that is to say a total amount of $100 million, to help low-income households bring their dwellings up to safety and sanitation standards. The RRAP is expected to create thousands of direct and indirect jobs. Of course, the re-establishment of this program will have significant economic spin-offs on the Canadian economy, the construction industry, real estate, the manufacturing industry and related services.
