Standing Orders and Procedure  Madam Speaker, I admit that I am mortal and I occasionally will say certain things, but I would also say that the Liberal Party is alive and well and we do not intend to stay silent when we hear some of the absolutely despicable nonsense that comes from across the way. However, the member has a good point.

Standing Orders and Procedure  Madam Speaker, I rise in the House today to participate in the discussion about our Standing Orders and to debate the rules regulating our proceedings and committees. The debates that are held in the House can often get very heated. This statement surely comes as no surprise to my colleagues because when intelligent, hard-working and passionate people debate issues and tackle difficult questions, emotions sometimes run high.

Standing Orders and Procedure  Madam Speaker, in listening to my colleague from across the aisle, it is clear that he is quite passionate about the subject of the Standing Orders, which I think puts him in an exclusive club here in the House of Commons. I know from working with him in committee that he is very knowledgeable about these things and he did give us a good historical review of it.

Public Safety  Mr. Speaker, this week, the government has created a new registry: a registry of our private communications. This registry could contain the following information about each of us: who we call, when we call them, who we send emails to and when we send them. And all this without a warrant.

Copyright Modernization Act  Mr. Speaker, I rise on a point of order. If I am not mistaken, I believe the Minister of National Defence rose to vote in this particular vote. I know that the Chief Government Whip is usually very meticulous and conscientious about these kinds of things. I trust he will ensure that the vote count is corrected accordingly.

Copyright Modernization Act  Mr. Speaker, the identical bill that the House leader refers to is Bill C-32. I was involved on the legislative committee. Of course, after hearing about 150 witnesses and receiving untold written submissions, when it appeared in its new form as Bill C-11 under the new Parliament, not a single comma had been changed.

Search and Rescue  Mr. Speaker, on the famous airlift out of the fishing camp, the minister's office told us that the invitation came unexpectedly at the last minute without any warning and, therefore, that he had to take a search and rescue helicopter. Yet a response to a question on the order paper shows that an invitation was made two weeks before for him to go to this announcement in London, Ontario.

Pooled Registered Pension Plans Act  Madam Speaker, my colleague has given me hope. He said of the pooled registered pension plan that it is an imperfect tool, but one tool among many. With the Canada pension plan, the Quebec pension plan, old age security and the guaranteed income supplement, all of which provide a safety net for Canadians, I wonder if he truly believes that there is something else that we should be doing.

Pooled Registered Pension Plans Act  Mr. Speaker, I will ask a question that I asked of the member's colleague a little while ago but did not get an answer. If we make the assumption that the PRPP is made into law along with the other federal programs, CPP, OAS and GIS, does the member feel that the needs of Canadians with respect to their pensions for the foreseeable future, meaning in the next few decades, will have been entirely addressed or is there more to come?

Pooled Registered Pension Plans Act  Mr. Speaker, it was very interesting listening to my hon. colleague. He seemed close to the point of rapture with his satisfaction with Bill C-25. I am very glad that he is very happy about it. . Bill C-25 is the PRPP and then, apart from that, we have the social safety net programs: the Canada pension plan, the GIS and the OAS.

Pooled Registered Pension Plans Act  Madam Speaker, if we listen very carefully to what the House leader just said, he said that because the Conservatives were elected last May, that is in fact a clear mandate for them to do anything they want without any debate whatsoever. That is the argument that the Conservatives brought forth last fall, throwing in the fact that they said they had to do things in a hurry.

Questions Passed as Orders for Returns  With regard to the training of Canadian military personnel by the U.S. company Xe Services, formerly known as Blackwater: (a) what is the total value of the contracts awarded to this company by the government in 2011; (b) how many Canadian Land Forces soldiers have been trained by the company since 2005; (c) what type of training did these soldiers receive; (d) how many members of the Special Operations Forces have been trained by this company since 2005; (e) what type of training did the members of the Special Operations Forces receive; and (f) how many contracts were awarded to this company in 2011 and what percentage of these contracts were awarded without a competitive bid process?

Questions Passed as Orders for Returns  With regard to Canada’s involvement in the Wideband Global Satcom system: (a) which criteria were used to determine the maximum amount to be spent on the project ($477 million); (b) within what timeframe and on which budget items is this $477 million budget planned to be used; (c) does the government’s proposal to join the Wideband Global Satcom system explicitly include industrial benefits for Canada; and (d) does the government’s proposal include the participation of Canadian aerospace companies and what are the anticipated economic benefits for them of Canada’s membership in the system?

Questions Passed as Orders for Returns  With regard to the planned funding for the National Homelessness Partnering Strategy: (a) what is the government’s strategy to end homelessness in urban and rural communities; (b) how many new transitional supportive and permanent affordable housing units will be funded next year; (c) what is the government’s strategy to preserve and modernize Canada’s existing social housing stock; (d) what were the economic justifications and social analyses that supported the decision not to renew Canadian Mortgage and Housing Corporation subsidies for cooperatives, not for profit and other social housing units; (e) what alternatives to social housing are being offered to low income seniors and others who cannot afford market housing and where provinces are not mandated or funded by the federal government to ensure that social housing stock is preserved; (f) what is the planned budget for the National Homelessness Partnering Strategy funding for 2011-2015 and 2015 and beyond; (g) how much money has been disbursed to the National Homelessness Partnering Strategy since 2006 (i) by province, (ii) by city for Victoria, Vancouver, Calgary, Regina, Winnipeg, Toronto, Ottawa, Montreal, Moncton, St.

Questions on the Order Paper  With regard to the issuance of visas for foreign students studying in Canada: (a) does the student’s country of origin affect what type of visa can be issued (that is, a single-entry or a multiple-entry visa); (b) what are the countries of origin of students who are eligible for single-entry visas but not multiple-entry visas; and (c) what are the countries of origin of students who are eligible for both types of visa?
