Canadian Peacekeepers In Bosnia  Mr. Speaker, my question is directed to the Minister of National Defence. It seems that this morning, a precarious cease-fire was concluded at Bihac, where 20 of the 55 Canadian peacekeepers are still being held hostage by Serb forces. This cease-fire should provide an opportunity for resumption of negotiations between the parties concerned and eventually lead to the resolution of this problem.

Canadian Peacekeepers In Bosnia  Mr. Speaker, I am glad to hear that only five and not 20 Canadian soldiers were taken hostage in Bihac, but the minister will agree that five is still five too many. Considering the fact that Canadian peacekeepers are still being kept hostage in Bosnia, could the minister indicate what position Canada has taken vis-à-vis its partners regarding the possibility of continuing air strikes?

World Trade Organization Agreement Implementation Act  moved: Motion No. 10 That Bill C-57, in Clause 185, be amended by adding after line 22, on page 124, the following: "(6) Section 97 of the Act is amended by adding the following after subsection (2): "(3) The Governor in Council shall, on the recommendation of the Minister of Finance and the Minister of Industry, make regulations prescribing the factors that shall be considered in determining whether the dumping or subsidizing of any goods has caused any injury or retardation or is threatening to cause injury, which factors shall include, among others, (a) unused production capacity; (b) any increase in imports; (c) any adverse price effects; (d) inventories; (e) any other demonstrable adverse trends"."

World Trade Organization Agreement Implementation Act  Mr. Speaker, I am pleased to have this opportunity to address the motion tabled by the hon. member for Louis-Hébert. It is strange and almost sad to amend the archaic and obsolete Copyright Act because we are forced to do so when dealing with a bill which indirectly affects it, as the hon. member for Laval East pointed out.

World Trade Organization Agreement Implementation Act  Mr. Speaker, I too welcome this opportunity to speak on the two motions put forth by our hon. colleague from The Battlefords-Meadow Lake. On Motion No. 4, to subject the effects of the agreement on the milk marketing system to parliamentary review, I would just like to remind our colleagues from the New Democratic Party that we presented a motion this morning, Motion No. 2, in which reference was made to a report to be laid before the House of Commons each year, concerning, in a more general sense, the implementation of the Uruguay Round Agreement by our major partners, especially the United States.

A number of principles contained in the motion are quite laudable and we are in total agreement with them.

I am surprised to hear our colleagues from the Reform Party constantly repeat that we should have Bill C-57 adopted as soon as possible in order for the Uruguay Round Agreement to be implemented at the earliest possible time.

Petitions  Mr. Speaker, I thank my colleagues. Pursuant to Standing Order 36, I am pleased to table in this House today a petition signed by 156 residents of the riding of Verchères, more particularly, the municipality of Varennes. Referring to the abolition of universality for the age credit for income tax, the signers of this petition believe that the present government is unduly attacking the income of retired people.

Review Of Canada's Foreign Policy  Mr. Speaker, my question is directed to the Deputy Prime Minister. In their majority report on foreign policy, Liberal members and senators refer to Canada's principal trading partner as a problem. After being opposed to the free trade agreement with the United States and ultimately rallying behind NAFTA, they now wonder whether it would not be advisable to simply abolish all trade commissioner posts in the United States and Mexico.
