Canadian Blood Services  Mr. Speaker, Canadian Blood Services is launching this week its first youth initiative aimed at raising the awareness of young Canadians of the ongoing need for blood donations. CBS is kicking off this campaign by sponsoring the band category at the YTV network's 1999 youth achievement awards, which will be held this evening at the National Arts Centre.

Canadian Hemophilia Society  Mr. Speaker, I am pleased to inform the House that April 17, 1999 is World Hemophilia Day. This year in Canada approximately 50 newborns will be diagnosed with hemophilia, an inherited blood clotting condition caused by deficiency of two blood proteins. The impact of hepatitis C and HIV-AIDS on the hemophilia community has been devastating, bringing many challenges.

Budget Implementation Act, 1999  Mr. Speaker, I would draw the hon. member's attention to the principle of the social union which was to treat all Canadians with fairness and equity. It was extraordinarily important to the finance minister and to the government that all Canadians receive on a per capita basis their rightful percentage of the CHST.

Budget Implementation Act, 1999  Mr. Speaker, I think the issue is the provinces all have agreed that this is necessary. There was no club to their heads. Even Quebec signed a health accord saying it was extremely important that people understand what it is for. Constitutionally, actually it was only hospitals that were the provincial responsibility.

The premise today is that it is a great budget that will be easy to implement because it was a great process. It is on the ground that problems are felt, it is on the ground that real solutions are formulated and it is on the ground that budgets are implemented.

Tuberculosis  Mr. Speaker, I rise today to mark World TB day. Dr. Brundtland, director general of the World Health Organization, said yesterday: Tuberculosis, which many of us believed would disappear in our lifetimes, has staged a frightening comeback. Today TB kills more adults than AIDS, malaria and all other tropical diseases combined.

Norman Jewison  Mr. Speaker, last night on the occasion of the 71st Academy Awards in Los Angeles, California, the Academy of Motion Picture Arts and Sciences presented Mr. Norman Jewison with the Irving G. Thalberg Memorial Award. Celebrated before the eyes of the world a Canadian was recognized for his lifelong commitment to film making.

Persons With Disabilities  Mr. Speaker, my question is for the Minister of Human Resources Development. The persons with disabilities community is extraordinarily upset that the most important and crucial source of data for public policy on persons with disabilities has not been completed since 1991. Can the minister assure this House that the health activities limitations survey, HALS, will be completed in 2001?

Hiv-Aids  Mr. Speaker, last week I was honoured to attend the review of the draft handbook for legislators on HIV and AIDS, law and human rights in Geneva on behalf of the IPU Canadian group. The conference was attended by legislators from France, Switzerland, Kenya, Botswana, Côte d'Ivoire, Guatemala, India, Russia and England, who were all dedicated to develop a handbook for parliamentarians with respect to AIDS legislation in a human rights context.
